Currently, through May 7, 2012, Community Gatherings are held on Monday evenings, at St. Paul's Cathedral on Tremont Street, from 6:00 to 8:30 PM. Starting on Monday, May 14, 2012, the location changes to Community Church of Boston, 565 Boylston Street, across from Copley Square. The first half hour of the CG is set aside for socializing or mini working group meetings. The hosting working group is responsible for providing food - see FAWG representative for $100, or for reimbursement (be sure to submit receipts and change).

There are situations and incidents where no one has control over. There are no ways to diffuse a situation where those who use the process use it for their own agenda. The knowledge of a violent situation without action is in direct conflict with our mission statement of a peaceful assembly. The condoning of any violence is unacceptable. The enforcement of any violation for one but not another is inexcusable. Enforcing a peaceful block only to allow a person in camp knowing full well of his violent intentions is disturbing. Encouraging any violent incident to play out is detrimental. The willful denial of a possible deadly incident is an issue that needs to be addressed. The trust between Occupy Boston and the general public has to be restored, readdressed, and rebuilt. Whether or not anyone wants to acknowledge this camp is unsafe is beyond the point. As we currently encourage and invite others into the camp, it is our responsibility, and obligation to ensure this environment is safe. To enable, and ignore the problems are only further derailing our message that we are putting out to the general public. Achieving solidarity among all members of any single working group is one of the most beneficial goals to work towards in the short term. Maintaining the peace and creating a community that can function as a single element to enable us to communicate with the powers that be is a crucial step. We have won the camp. Mayor Thomas Menino has said that we can keep our camp as long as it is safe. If we want to celebrate this as a victory it is one’s own interpretation. Apparently we have not taken the camp from the very problems that plague the streets, cities, neighborhoods, and communities all around the world. This is not an isolated problem, and Occupy Boston is not immune to the social problems that exist in the world. Every night there is a new incident. Our camp is held in a darker shade of grey and continues to darken as the incidents grow more out of hand. It is only a random event at any given time that is needed to take any if any control out of our hand. We may be loyal to the movement, but loyalty to those who have entrusted us with this endeavor, whether it is through, money, tents, clothing, blankets, or words of support that is of the utmost importance. Failing to do so puts you in alliance to the forces that are constantly present waiting to squash this movement. They want to discredit you. Taking no action will only make us all be the ones discrediting it. By entering and interacting with this camp you understand the rules, and process that we are taking on in order to be best bringing about the best solutions through giving everyone’s a voice a stage in democracy. This process is perfect, but imperfect in action, but it is the process that we have agreed to because deep down we know it is the right thing to do. We must be united, and we must enforce this unity so that this unity is not broken by our own doing. There is no other way.

The following proposal was passed at the General Assembly the evening of December 20, 2011:

The Mutual Aid Working Group proposes that we, as the OB family, set aside 5K from the general fund for members of the OB family who are facing hard times with limited-to-no income. The use of the funds would include but not be limited to the following:

1- $25 a week for an individual to house each houseless OB family member if the host accepts

2- T passes

3- Winter gear not provided by logistics

4- Emergency housing funds if OB individuals can’t provide accommodations

5- Undergarments

6- “Non-essential” bills like cell phones or utilities

In order to be fair and transparent, an individual must have 2 OB sponsors to verify that they are indeed OB activists and in need. Individuals will be asked to fill out a request form with info from these sponsors (form will be attached).

The need for Autonomy is key. This proposal will go to those OB members with income, to be fair as even people with jobs and homes face tough choices. Knowing that some will not want to identify themselves openly, confidentiality will be protected. We ask that individuals self-identify and assess their own level of need, i.e., there will be no income checks.

We propose to identify 3 members from FAWG as the main people to disburse funds at GA who will keep copies of these forms and keep a running tally of funds disbursed.

We propose that a weekly allotment of $200 go toward the advance purchase of weekly T passes to be distributed at GA to anyone who needs them.

Some charities have suffered in this economy and this is how to help our brothers and sisters within the Occupy Movement, and where many may not meet the criteria from outside agencies. To augment these funds there will the creation of a We Pay button.

This is a temporary proposal meant to support occupiers in need until such time as we can acquire permanent housing for our movement and members.

We will revisit this proposal on a month-to-month basis for possible revision based on how well it is working.

An Open Comment to John Ford, in response to [http://therovinghouse.com/?p=312 his public blog]: So the authorities have made use of the excuse that Occupy camps are dirty (and basically admitted that it was just an excuse!!) — and you want us to engage in their rhetoric, to be as scared as they want us to be, at the expense of our principles.

Your devotion to camp maintenance and safety has repeatedly come into direct conflict with the movement’s devotion to principles of consensus and horizontal democracy. To get your point across, you consistently interrupt general assemblies, you shut people down, you yell at them or walk away from them. You bring so much negativity and aggression into every public discussion, it is bizarre that you are a key member of the Safety team. And yet when you’ve talked about what it means to be a member of the OB Community (when we’ve considered kicking someone out of camp or removing a tent), I’ve often heard you ask “does he even go to GAs?” — so, the rules of consensus process and community work might apply for everyone else, just not you. You see how you are parodying the process, to use your favorite words. You claim the issues that you care about to be emergencies, which makes other issues the rest of the community cares about unworthy of attention – you hold us hostage while you yell at us in general assembly.

I am calling you out on your state-of-emergency tactics. We are not in an emergency situation – we will not give into the discourse of fear. We’re here for the long run, we are building an ideal community, an intentional community, out of fragile alliances. The very ones I’ve seen you threaten or even destroy when you’ve appeared in a meeting or a general assembly to yell down at us, to shut somebody down, and to walk away without being held accountable. John, every bit of impatience is actually about power — not about inclusion, not about horizontal democracy — not even about labor-ocracy. because the people who have to work harder, after the big guys go in with the guns showing everybody how OB gets shit done, the people who have to talk to every single person shell-shocked after you storm off, that’ll be me, Alex, Duncan, Mike… you create this work for us, whereas we could be doing much more useful things if you weren’t so sloppy, so careless about people (as sloppy with people as you are strict and unerring about camp maintenance!!). If you waited and thought things through and talked to the people involved in the situation. If you saw your role as Safety means defending the processes we’ve set up at camp, defending against anger. You stomp all over “the process” because you like to get things done, you shit on the GA and the proposals and quorum and we end up with this joke of an “eviction plan” that Alex, tall Mike, – notice, not you – have to fix up afterward by mediating the conflicts that ensue, by continuing the census even though tents are being removed without any inquiries, and planning in nightly “Community Planning” meetings even though there are people who haven’t read a single one of the proposals removing tents at will because they look dirty. i am holding you accountable for encouraging this Safety team to be just like the old one: power-hungry macho guys excited about having radios and maglights. Outside of that, what kind of Safety are they? would you trust them to show up for you? Since you shit on the process (=make a protocol, approve it at GA, publicize it), the new guys never learn it, they never get any training – why would they listen to me, when I’m the only one telling them “you should have signed out on the radio and given it to someone else when you went off-shift,” “you shouldn’t be here with your 7 other Safety friends, creating a crowd situation when we’re trying to control one,” “I know John doesn’t look like he’s mediating a conflict when he’s yelling into some kid’s face about how filthy he is, but you, you new Safety guys, you have to be nonviolent, calm, concerned.” All you did was give them mag lights and to make them dependent on him — nobody can make decisions unless John’s there, nobody knows exactly what’s going on because screw incident reports, so i guess we just have to ask Nelson or John. The point of having more Safety people, as you’ve directly told me, is so that they could be your “eyes.” The point of my being there is, apparently, so that i can be a secretary. So even though Safety ought to get its mandate to enforce camp rules from its identification with the principles of the community, from its teamwork, under your guidance it has become about following the bully’s orders, because somehow we’ve all made you indispensable.

Whereas the true leader would empower other people to handle difficult situations — and that calls for protocol, for training. I’ve been thinking for some time about how you weaken people. And this blog post has convinced me of it: you make people fear for their safety, you make them relinquish the values which they’ve built up at Dewey Square (horizontal democracy, which demands endless patience and dialogue). Instead, you offer a state of emergency, and you are the only one with the answers. You’ll yell them at us through a bullhorn.

I am holding you accountable for disrupting yet another moment of great potential for the OB community – the OB Summit is at 2-5pm tomorrow (Saturday) and yet you’ve declared a camp-wide cleanup that is sure to divest vital energy from this event – an event in which campers and commuters will have a chance to mend some of the rifts that have formed in the movement. People have been working on this event for weeks. You – you’re just going to apply the bullhorn.

John, I have not lost all respect for you, mostly because I’m creating an unfair situation, I’m confronting you online right now instead of in person (because I’m really sick!!! sorry!!). And also — because I trust that you’re too smart not to understand how much harm you bring to the community, along with the good that you bring. Please, stop, please, slow down. Learn the language we are teaching to each other here: the language of consensus, which involves hearing each other out, encouraging each other and enabling each other, rather than frightening each other and yelling and ordering.

I’ve also seen you do this one-on-one with people. I mean I’ve seen you mediate (about as many conflicts as you’ve started!) and encourage, and I don’t understand why you can’t bring that positive energy you have in individual conversations into a conversation with the collective. Why can’t you bring the patience you have for individual people to a general assembly? Why is it that while you are obsessed with the short term goals, the long term ones – such as creating a community based on direct, horizontal democracy where everyone’s voice is heard – don’t seem to interest you? I challenge you to evolve in your strategies. I challenge you to become a true member of the community by adopting its values. Do not become a leader in a group that calls itself “leaderless leaders” – especially not by convincing us that we should be scared of the authorities calling us dirty.

Asking for $1000 for tiny houses on wheels 10 of them to be built to address ‘permanency’ regs from city; easy to be moved, well insulated,  $100 per one person, $120 for 2 person, Sage could teach how to build

                Why 10?  Small portion of overall budget…to try them out, then propose more.

                                What about making some 2 person?  Yes, that is the plan as one way to stay warm is to have a sleeping buddy.

        Why  not for everyone?  That’s a possibility, designed by Sage .

     Sage speaks….about 2” think styro w/foil R10 insulation value, ceiling is 3 layers of 6mil poly, clear plastic with air space w/insulation but doesn’t drip, design changes, maybe bigger, body heat keeps it warm, hot water bottle makes it cozy,

   How will it be decided who would get these?   Further discussion around who would get them.

Discussion continues about building wheeled housing.  Housing will need to be built off site by volunteers as building supplies cannot be built on site.

 

Point of info:  Somerville group has large workshop with building tools an have agreed to let us use them for whatever we  need to do. SWEET!

Is it hard to breathe inside them?  Small crack around the door lets in oxygen; may make gortexwindow

Would it be possible to deploy in stages? So we know that we know that police see that we’re building or housing them here so they won’t stop us..  response:  these are safe so they shouldn’t have any objection.

Besides ventilation is there natural light….addressed with clear plastic on the ceiling.

Can we test flammability?  We’ll talk about it more at proposal and we have not flammable methods of warming onsite, no open flame.  Also no smoking should be happening in tents. 

One more point-woodshop in Somerville is fully outfitted to comply with city ordinance and could test it there.

Design is not perfect…first prototype. Sage open to ideas to improvements.

Would you make working group for those who want to participate/build?

Maybe winterization group could be part of that.

These points are based on a de-escalation training held on 1 October 2011 at Occupy Boston. Laminated copies may be found the Medics tent. Suggestions and amendments to this list are welcome.

#Keep your cool; by remaining calm and relaxed you model and help the other person(s) calm down. Practice breathing and staying present and grounded.
#Remember, your purpose is to “cool everything down.” You are not there to solve problems, argue or convince anyone of anything. You want to bring the arousal level down so that people can engage in a calm discussion.
#Voice: Keep your voice low and monotonous
#Stance: Turn your shoulders and feet 45 degrees from the person(s) so you can easily step away. Keep both hands visible and open.
#Distance: Keep some space between yourself and the agitated person – allow about twice the space you would normally use when talking to someone
#Use non-judgmental language: A simple “what’s going on?” followed by “that sounds pretty stressful/painful/scary/upsetting.” Or: you can try to distract the aggressive person with a question or a suggestion that they join you for a walk.
#If two people are in conflict, try to separate them as quickly as possible. Once you're alone with them, identify yourself (your name;and that you’re a medic or mediator if you think it’s appropriate) and ask what they need in that moment. Allow them space to be flustered/agitated/upset.
#Offer options to cool down:
##Go for a walk
##Drink some water
##Sit in a quiet space
##Talk it out ( with someone not involved in the incident)
##Make a phone call to a friend or family member
##Get something to eat

Eden - classes should be on livestream, mic and PA should be made available. We need a media liaison. when there are large events, Safety and Medics should be alerted.

Alex - Livestream isn't a high priority at the moment, for Media, and there isn't enough staff.

Anna - we have a serious staffing issue, esp with specialized volunteers. Material needs, however, might be easier to satisfy.

Katie - Outreach and Info are working on coordinating volunteers and on canvassing efforts. we are also figuring out the calendar.

'''NB''' - These are notes from the meeting rather than minutes of the meeting, mostly because I didn't know the names of many attendees. About 9 people were at this meeting, structure was informal.

'''Electricity''' – Media controls access to electricity and this creates major tensions within camp. Media can turn off power to whole encampment and new people coming to camp do tend to notice that media fully controls access to power. Logistics might be a more appropriate to handle this, but Logistics Tent also has lots of heavy stuff moving around all the time and there's likelihood devices left for recharging would get lost or damaged. Food tent needs power for cold storage, etc. It was suggested that the Generator Tent should ultimately become the tent for both bike generators and access to the power grid.

'''A/V Equipment''' – This is expensive stuff to replace if lost or stolen. It was suggested A/V equipment might become the responsibility of Tech or Logistics rather than Media. It was also suggested that WG dedicated to A/V might be appropriate.

'''WiFi''' – It was suggested this should fall in the purview of Tech rather than Media if this isn't already the case. If not, this is another thing that Media can theoretically turn off at their discretion, thus denying access to the whole encampment.

Concerns: vandalism if many people get password, consolidation of power if few people get the password. Someone noted “a ton of people” already have the passwords and, still, events aren't well-posted. Also, we need a semi-public computer for use by WG's; the laptop in the library may or may not qualify. Question raised, “what should and shouldn't go on calendar?” Noted that Outreach WG has formed relationships contingent on mutual support and that posting events from outside groups is part of this. It was said that all Occupy the Hood events should be posted.

Update whiteboard calendar once a day Proposal idea: all donations should go through one central place. This is in response to one of the groups turning away laptop donations that other groups needed.

Proposal idea: A sub-GA for big ticket items

Proposal idea: Going to the GA once to approve responsibilities and standing orders Theresa got with DA and they will give her daily texts about marches, etc. DA hasn't been telling people about when the marches. Where does DA derive their authority to organize the marches? Things like this should go through the GA. "This factionalization will tear us apart if we can't do it at the GA" "Let's get working groups talking at the GA about GA. Put the GA issue on the agenda and bring the working groups together there to work it out." Discussion on the PA's power. The power of people's mic is that people will stop repeating if who ever's talking is breaking process. It's self-regulating. Concern about not being able to hear people's mic. Possible that newer people don't get people's mic. If we did away with the mPA, it will get the whole meeting using it. Then it get's people getting. Everyone can hear and everyone is involved. The energy of people's mic is stronger than a boring PA system. Discussion on using iterations. Defining the iterations of people's mic can be eyeballed by facilitator. The way NYC does it. Let's try iterations. Let's play with it. Terra mentioned Facilitation group gave "ten different answers" about instructions on how to use the GA and it's process. Concern is that being in the facilitation group takes all day long to be involved with. Two-hour meeting, then the GA, then another long meeting after the GA while answering emails all day long. This promotes people quiting. Proposals should be ideology-less. Get to the point and talk about occupy boston. Too many people, too many proposals, not enough time. "We will use this process to define our values." Proposal idea: to meet at the national level to come up with a value system.

Proposal idea: to "get our shit together" before we start talking about proposals on national level issues. Suggested that we focus on streamlining the proposal process. We could write proposals that easily go through to set an example and setting natural selection. We don't have to make a policy if we can figure out a better way to pass proposals. Terra's proposal to the GA didn't make minutes and couldn't pass because the scribe wasn't there. It didn't get on the wiki and there wasn't any discussion. "Shouldn't recording the GA count as being a scribe?" Proposal Idea: Propose something like "Recorded video counts as scribe" Idea: The person making proposals has the choice to use people's mic or PA. "Always defuse" ACLU building as an offsite storage place. On something like moving to the ACLU building, it should go before the GA. It should be noted that we're not endorcing people that give us donations. "Tents are a wall from the community". Discussion on the idea of tents and working groups as silos. PA and tents could be considered benefit/detriments. A good way to break down silos is to have a meeting and go to the GA and tell people what we're up to. It will help the idea that there's secret meetings all over the place. The less-transparent will be identified when the moe transparent are more transparent. Using flowcharts to show the process in each group should ease tensions between groups. decentralization discussion. if any portion of structure gets targeted our group should be able to not be affected. If many people get training in other roles then there is more horizontalization. First place to start new people is facilitation training. Let's agree to talk about notes at the GA. Let's call this a temporary workgroup. Now we can talk about what we talked about here. This was a meeting to look for a ledge to grab on to in addressing the problems addressed in Ravi's email. Ravi's email should be copied into the minutes of this meeting. We're looking for ways that each working group uses consensus to do their stuff and then sharing the best practices between groups.

PROPOSAL OF THE PUBLIC MEETING OF THE SAFETY WORKING GROUP

THIS IS A LIVING DOCUMENT

1. We propose that the Safety Working Group hold public meetings at least once a week to address various safety issues within the Occupy Boston (OB) Community. This Working Group includes the active Safety Team, team members who are off rotation, and members of the OB community who are concerned with Safety.

2. Rotation of shifts:

a. We propose that a large number of the OB community should rotate into Safety “shifts” lasting no more than 8 days at a time, because we should all protect our own community.

b. In order to ensure familiarity with the rest of the community, community members must be active members of another working group for at least four days over a two week period and be vouched for by that group, or participate in at least three General Assemblies.

c. Pictures and names of active safety team members will be posted at the info desk. New safety team members will be introduced to members of each working group with a physical presence at the camp during their training.

c. Everybody on rotation ends up doing shifts – to create community-wide accountability for the safety the community, to prevent burnout, and to avoid creating bodies of authority.

d. In the case of full time occupants, rotations will occur as follows: To start the rotation process, current Safety Team members or volunteers train a new shift of people (New Group 1) for four days. At the beginning of the second four day rotation, current Safety members are relieved of duty for at least four days. During the second four day rotation, the people of Group 1 train another group of people (Group 2). At the end of this second four day rotation, Group 1 is now done with an eight day rotation, but Group 2 stays on for the remainder of their shift, training Group 3, and so on.

e. The relief of a given rotation of Safety team members is reliant upon the availability of new individuals to join the team. If there is no one to replace them, they may be asked to stay on longer.

f. SWG will strive to reduce shifts to eight hours or less, however, this will depend on adequate personnel.

g. In the case of individuals who are only available to be present for the weekends or part time, they will be able to join the safety team as supplemental support to relieve the shift load of other full-time members, and will serve as safety for no more than two consecutive calendar weeks, regardless of the number of days they are present during those two weeks.

h. After four days off rotation, community members will be welcomed to join the active Safety Team again for another eight day rotation.

 3. Guidelines for behaviour while on Safety shift

1. Be respectful to community members.
2. Do not engage in verbal assault.
3. Assess the situation, don't assume.
4. Abolish violence within yourself; diffuse and de-escalate the violence around you.
5. No one on duty shall be under the influence of drugs or alcohol. If a person on Safety rotation is determined to be under the influence by a member of the Medical team or by other Safety team members, or is found consuming drugs or alcohol during duty, they will be asked by fellow members of Safety to step down from duty. These individuals must attend at least two CWWG meetings and they are banned from serving on SWG for two weeks. Before rejoining the safety team the individual(s) will have to be approved by the SWG in a public meeting.
6. In the case of a second repeat offense, individuals would be barred from participation in the SWG.
7. Those who are asked to step down should do so without creating conflict with the rest of the safety team – issues can be addressed the following day.
8. Involvement of police is strongly discouraged in cases of nonviolent transgressions.

4. Review process: if a person on Safety rotation has not behaved according to the guidelines for behavior, they should be subject to a review process, mediated by the Community Wellness Group.

5. The SWG will deliver regular GA announcements regarding the personnel situation within the SWG.

6. Until a protocol regarding eviction and handling of violent behavior can be rattified by the GA, the SWG will act as they deem appropriate to deal with situations involving violence or threats of violence. Regarding situations involving substance abuse, the Community Wellness Working Group will be included in any decisions.

1. Further Recommendations:

1. SWG will draft a protocol for eviction and handling potentially violent or intimidating situations in cooperation with liaisons from the Community Wellness Working Group and Non Violence Working Group to be presented to the GA November 1st.
2. The Safety Working Group meeting recommends that an Urban Planning Working Group be organized, to deal with tents and territory-related issues that arise.
3. The SWG recommends the designation of a space for daily meetings for those on Safety shift to vent and help one another to work through issues that arise.
4. The SWG meeting recommends that current members of the Safety Team receive training in mediation from the Community Wellness Working Group to ensure that they can handle problems without escalation. In fact, the SWG recommends that everybody in Occupy Boston receive mediation training, especially the Occupiers who are on Safety rotation.
5. The members of the safety team should be outfitted with proper rain and cold weather gear, including waterproof boots and gloves. The team should also be outfitted with adequate two-way radios and yellow reflective vests. Team members shall wear vests while on duty and only while on duty.
6. SWG will work in conjunction with the women caucus and other under represented groups to provide trainings such as self defense and sexual assault response that will provide greater diversity within the SWG.

 Removal of an individual is an extremely serious and unfortunate event. As we consider this proposal, we should remember that we are here because our government is failing to provide the necessary services to address these problems and that these are problems disproportionately affect our community.

We recognize that in order for residents to feel safe and in order to prevent our movement from being undermined or destroyed by violence or criminality, we must agree upon a process by which we remove dangerous individual(s) from our community.

1. If acts of violence have been committed or a weapon has been brandished, this is grounds for ''immediate removal ''from camp.

*Instances of self-defense will be considered on a case-to-case basis.
*The immediate response to issues involving severe intoxication must include the Medical team.

2. In the event of a serious dispute or disturbance, however, a small meeting must be convened to assess and mediate the situation, and to determine if the person's presence in camp constitutes a real threat to the community.

*This meeting will involve available members of the Safety WG, as well as Community Wellness, and Medics currently on shift. In addition, a resident friend of the person and a neutral representative of camp residents not in these working groups will be sought out for this meeting
*To prevent escalation and to enable a balanced conversation, it is important that this mediation team be limited to these individuals.

3. The first objective of this group is to assess what has happened, and whether there is a real danger of violence.

*The mediation group must seek out the people who witnessed the incident or the behavior in question, and listen to their accounts.
* After consulting those people, the mediation team will find a safe space to meet with the individual in question and determine the following:
*Do you want to stay here as part of our community?
*Are you willing to change your behavior?
*Do you agree to abide by the Good Neighbor Agreement?
*Are you willing to involve yourself in the movement in a meaningful way?
*Do you agree to a meeting with a mediation group in the next few days to talk about your involvement in the community?

4. If the individual consents to the above, the mediation team will come to an agreement on a plan of action to incorporate the individual(s) into the community and the movement. Possible options for the plan of action include connecting the individual to a member of a working group to support the individual's work. (First it should determine what aspects of the movement interest the individual most.) Another option is that the individual attends the weekly public discussions held by Community Wellness WG.

5. If the individual refuses to consent to the above or does not do so in good faith, the mediation team will explain to them that they can no longer stay in camp. It will provide the individual with a packet of resources (information about where to find shelter, food, mental health support, substance abuse counseling etc). If possible, the individual will also receive means to keep warm elsewhere (a sleeping bag, socks etc). The Safety shift team will then gather the individual's belongings from his/her tent, and facilitate a peaceful departure from camp.

6. In the event that the individual refuses to leave, the Safety shift team will gather enough people, perhaps using the “Rainbow” rallying call, in order to form a soft blockade to progressively exclude the individual from camp territory. This is a nonviolent but powerful way to force the person out. Those individuals who join with Safety in this action will be able to attend one of the upcoming self-defense trainings, at which the soft blockade technique will be demonstrated.

7. Removals will be documented by Safety, detailing the incident and the individuals involved. This documentation will ensure the safety of the community and facilitate a reincorporation process if the individual reconsiders, and returns to the community in good faith. A brief overview of the week’s removal processes—with identifiers removed—will be presented at each Tuesday General Assembly in order to improve transparency.

8. Moving forward, we hope for all members of our community to be aware and respectful of the implicit agreements of occupying Dewey Square, so that all conflicts can be addressed without escalating to removal from camp.

We are enacting this proposal immediately as residents of our camp and members of this community. We accept that this is a compromise of consensus in the broadest possible sense and does not resolve differences among people with diverse reasons for their presence in Dewey Square. It is limited consensus, but we believe it is necessary for our immediate future and hope that—as our community and our movement grow—we can move toward true consensus.

Tim from Nonviolence WG: We've noticed a fair share of conflict in camp over last week.  I've witnessed threatening verbal arguments and heard about physical assaults.  This is not outside individuals causing trouble but interpersional issues in camp.  We encourage everyone to join our trainings, esp. Safety…also come to our weekly meetings.  Temp check on whether we should dedicate a GA to conflict resolution? This is a paraphrase not a real transript. Brad from Legal: legal can start reimbursing people for court fees and bail.  So if you need that come see Legal in the next four days. Bill from Medical: We have worked all day with people from the city and if anybody is staying in the camp needs to get a break and go take a hot shower we do have contacts with several homeless shelters and if anybody needs medical attention, has ??? issues, come see us, we have contacts and assistance for anyone that needs it.  For people that are staying here you need to watch your neighbors in this weather.  If you notice someone in distress come get us and we will get them the help they need.   Brian: POC working group is meeting tomorrow at encuentro5.  We’re working on a statement.  “The POC working group has come together because we believe that Occupy represents a unique opportunity for social transformation, esp Occupy the Hood.  We have a longstanding history with injustice and because the top 1% has oppressed us--they’ve stoken our land and committed genocide against us, caged us like animals in a prison industrial complex resembling slavery, declared us illegal to cheapen our labor, and terrorized us with the threat and reality of deportation, perpetuated imperialisim, and murdered many dark skinned peoples in order to dominate our natiural resources and labor.  Subjected us to forced sterilization and denied us HIV treatment and prenatal care.  Unifying the 99% will not be possible if people of color and other oppressed communities cannot first affirm our agency and collective power.  This is important to defeating racism which will limit our power; for this reason we must project the needs and voices of POCs into the forefront of this collective struggle.  Meeting 3pm at Encuentro5.org in Chinatown.   Sage from Winterization:   Police are here and want to know how long we will be here.  Philip proposes that we say we’ll be here for 1 hour.  Can we move, asks officer?   We are discussing with the officers.   And we’re moving.  No, we’re not. Sage from Winterization:  Just like medical said we want to be careful, everyone look out for others and if you want to learn to set up a tent properly so it doesn’t get a puzzle inside come to tent training; we want to do one soon, maybe tonight.  Also we had a 1500$ expenditure authorized two days ago, we spent much of that on tarps and other supplies; we’re going to spend more on gloves, boots, etc.  We’re also looking for indoor places to hold GA (other than S Station).  Also, hot water bottles: save the bags inside coffee boxes and fill them! John from Winterization: every tent has a footprint.  If we can keep our eyes out for tents where the tarp underneath is larger than the tent, it’s well intentioned but it’s wrong.  When the rain rolls down it needs to hit the mud, not a tarp.  Keep your eyes open; come see me in the library.  This is important because it prevents pools under tentswhich cause freezing.   Kevin from info: tent switchover tomorow, late morning, if you can help please do.  Training for volunteers at info at 7pm on Monday, please spread the word.   Anastasia invites people to create more space and feel more welcome.   Dan from food: Somebody gave me this cup. Encuentro asked us to be done by 10pm.  We’re going to be limited by time more than what we care to discuss; whatever we don’t get discussed tonight will be moved to tomorrow at the top of the stack.  We’ll hear a proposal, then we talk to neighbors, then we go through--CQs, POIs, support, objections, amendments, blocks, etc.  (For more information see the doc on the Facilitators wiki.  The transcriber is taking a quick break right now.)   Marty from Safety: Just to preface this proposal, I joined the safety team about five days ago--did anyone help to write the proposal?  I wasn’t sure who wrote it but I was happy when I heard it.  Going to read the proposal as it is We propose that the safety WG hold public meetings at least once a week.  This group includes the active Safety team, Safety members off rotation, and community members. We propose that a large portion of OB community should rotate in shifts because we’re all active. Community members must be active for at least 4 days over a two week period before doing a safety shift. Rotations will (be organized in what sounds like a good, layered process--group 1 trains group 2, group 2 trains group 3, and so on--overlaps.  too fast to transcribe, but this will probably be on the wiki!) Guidelines for behavior: be respectful, no verbal assaults, assess don’t assume, deescalate violence in self and others, bring conflicts of interest over tents to GA, don’t drink or do drugs on duty, if you’re not sober on duty pls step down for the day or night; if you’re asked to step down don’t create a conflict, we can deal with it the next day.  If a person on Safety has not behaved according to guidelines they are subject to review mediated by community wellness group. There are other things that can be accepted on a piecemeal basis.  Safety recommends urban planning, creation of a safe space for venting, training of Safety in mediation by Community Wellness, recs that everyone in OB receive mediation esp people on Safety Rotation, and Safety needs waterproof gloves and boots, vests (to be worn only while on duty), and walkie talkies.   Now we’re speaking to our neighbors and discussing the proposal for three minutes. David: are we ready to move on the proposal process? CQ from Alison: We already established when we did the schedule process last week that every WG needs to have a public meeting; why does this need to be in the proposal? Marty (Safety): Are you thinking it’s redundant? CQ: Has safety been resistant to this? Dan: I think the idea is to make a new safety, because there really wasn’t an old one, just people doing this stuff.   POP: Let’s go on to CQs. CQ: Are we going to go through the proposal point by point? David Facilitator: This is the time for questions. CQ: How long will the shifts be? Safety: 12 hours, but we can change that. CQ: Not sure if this is a CQ or an amendment, but point 3.5, regarding tent issues being brought before GA--as someone who has had tent issues for DA, we should be able to deal with it on the spot-- Crowd: that’s an amendment, that’s a concern Facilitator: OK, we’ll do that later.  Any more CQs?  Any POIs? POI: Winterization bought suits and boots for Safety so this will help.   Facilitator: Any more POIs?  Concerns? Concern (John): THis might be an amendment- POP Alison: If there is a concern you can state it now though John Concern: Safety needs a clearly demarcated tool of eviction from the place when necessary.  Right now it’s being exercised autcratically and safety is being forced to act against their conscience but in the interest of logic to keep camp safe.  This is a peculiarity of Occupy.  Some alcoholic or substance abuser will get their property stolen and threaten the camp until they get it back.  I cannot sit around any longer and watch this.   Floor: I had a problem with this today and someone punched me in the face; we need to be able to take immediate action if someone is posing a threat. Concern: Being DA and having to deal with that, we need to have that power, it sucks but we need it. Facilitator: We’re on strong concerns and objections. Concern: Two weeks is a hard time to commit, we’ve only been here a month after all. Concern: It’s more of an objection.  Me being part of the safety team, it is difficult for us here sometimes to deal with these situations, that’s why I brought that point up about the self-defense classes (this is Rhino/Anthony).  We do try our best to eliminate and defuse a situation before something out of line does happen.  Specifically about what he just said, I know what he was talking about, there are people who act the fool when they are intoxicated, I will talk to my supervisors. Concern: As someone who doesn’t camp at the site, I feel like my voice isn’t as important as someone who lives there.  I don’t know how we can deal with that fairly but--I’m there whenever I’m not at work or home, but... Concern: I feel like they [troublemakers, not non campers!] should be asked to leave the camp Process: That’s an amendment Concern (Alex): I’m concerned there is no safety net; what if a group does a poor job and then teaches the next group to do a poor job!  (well received by crowd, good murmurs) Statements of support? Support: This is great, we’re coming into winter and we’re talking about reducing burnout--we really need to do that, we need to celebrate too, I think this is a good committee and proposal to protect that group. Support: If the movement can survive winter we will have a real revolution.  The idea of having peopel take two shifts a week, 8am-8pm, over a two week cycle, is fair and would work.   Support: I think this will be great for teaching more and more people in and outside of camp how to do all these things we’re talking about--conflict deescalation, mediation, etc. so I think this is great. Support: I think that is a great first step in terms of addressing the long term committment we need to make to making the camp a safe place.  I think the concerns are valid and perhaps should be the seeds of new proposals,  Let’s consider this for waht it is and address other issues at a later date.   Amendments? Amendments: I would like to amend that we have a clear tool of eviction.  If someone is threatening violence or has engaged in violence or habitual substance abuse, we can offer a tent, we can offer bedding, and we can bring food to the line--BUT they need to be exclued from our society.  But first we need the inreach program to facilitate their participation in the movement, like a detox.  This is for substance abusers--not immediate threats.  But for immediate threats, boom, take your tent, take your bedding, take some food, and goodbye.  Because “Oh, they’re just blowing off steam, threatening to kill people,” no, that doesn’t work! Amendment: I want to reduce shift length to three days. Amendment: Eight days. Amendments: As far as guidelines re safety shift, there are some people who are disrespectful to safety team members and sometimes we do lash back out.  THat’s a flaw but we can work on it.  There are some tings that are good that we need to follow more often, and seeing as we have 8, 9 things together to follow as guidelines, I think we should have a practice team together for this. Amendment: This is just a slap on the wrist, that’s not OK.  I want them to be off safety for an offense like that.  I don’t want to trash Safety, but they’re always drunk on duty.   Amendment: I would second that anemdnemt because if you’re drunk on duty you’re endangering the safety of camp.  You can’t ask them to keep us safe if we don’t feel safe. Amendment: Eight hour shifts rather than 12 hours. (missed about four statements, two or three minutes, sorry) Discussion over whether an amendment is an amendment or not. Amendment: something about sexual assault--training in counseling folks who survived sexual assault. Marty from Safety: If you helped author this please come help me respond to the amendments.   Anastasia Facilitator: So we’re going to start individual stack while they’re revising the proposal; if you want to get on stack please come to Bill the stack person. Person: BARCC (Boston Area Rape Crisis Center) is interested in having someone on site at all times or in some kind of offficial capacity both to prevent sexual assault on site and to be a resource for people who are sexually assaultd.  It’s very problematic to me to try to directly respond to that.  As someone who’s been threatened with rape at camp and there’s no place in the process for me.   POP: He called for individual stack; this comment is not the process.   Facilitator: We’re not judging what happened to her, we’re going to go through the process. POP: I want her to be heard; when people go out of process it’s hard for people to be heard because they get on edge. Individual stack: John: This is important.  This is a list of things I can help with winterization.  An evacuation route needs to be planned for the park; it should be often reinforced and newcomers need to learn it.  We need more fire extinguishers.  All smoking needs to be kept out of camp.  All the hay MUST go.  It was a serious fire safety concern; it’s now a biological safety concern.  Current tents need to be broken down, it’s fetid and gross under them.  They need to be erected in some sort of solution for winterization; I’ll let winterization do that.  The sign tent needs to be better; all the signs need to be bound and brought in; one person could take it down and hurt a lot of people.  We need a sanitation WG, sanitation meeting should be at every GA, all newcomers and passersby need to pick up trash and internalize what it means to leave a place better than you found it.  It’s just something that comes with being outdoors in a beautiful surrounding; Dewey isn’t beautiful right now but it needs to be.  An inreach group needs to be formed to reduce idleness and substance abuse among participants; personal investment and involvement in the movement.  Persons who are helpless should be directed outside.  All persons in camp should be strongly encouraged to attend WGs and GAs.  A universal call to witness word has been chosen, that word is rainbow.  It’s used when safety or property of individuals is being threatened [basically it’s a safeword].  I suggest another group, PA, public awareness; this group would follow along after marches with a terse pamphlet explaing who we are and what we stand for.  This is a way of engaging with media and police; hello, good afternoon, if we don’t engage people and let them discover their own ideas about us we will be doomed.  (Repeats explanation of Rainbow as a safeword.) Bea: One thing I noticed about this proposal that’s happening tonight, a lot of people I typically see in Safety, are not here, so I’m just very aware that we are a group of people that is, in a sense, passing a new Safety group, and a lot of people are really invested in the new group, and I want us to be mindful about the relationship we’re starting to form between the old Safety group who is not present and the people who see themselves as the new safety group.   Jeff: I’m not at the camp all as much as I would like to be; I’m temping right now at the Fed at a law firm.  I follow stuff in the news and not just in the mainstream press; my father in law is a serious conservative and comes at me all the time with questions about what the Occupy Movement here is all about; the latest meme is that everyone here apparently is a student that has some arcane major apparently you’re all alchemists or wizards or something (much friendly laughter)  In the Phoenix there was an article that mentioned that there was going to be some kind of internal census about the age of people here, profession, degrees, etc in a general sense, and I’d like to take part in that--a big part actually.  So if there’s any kind of sensitivity to individual information it can be left out, but this information needs to be put together so it can go out against the Boston Heralds out there and try to give them--ok you want to ask dumb questions, here’s some information.  So that’s the thing, I want to help with this interior census.   Brianna: If we obviously we’re not all students--different ages, different backgrounds--we all have different forms of media and we can write from our perspectives.  So just--write it down.  But my original reason for standing up here is to ask if you can shovel for hay removal; I would be willing to shovel, it’s just...is that kosher?  If I brought a shovel and moved some hay would that be OK? POI: I brought five rakes yesterday, use them. Brianna: OK, but...will that be OK?  Where should I shovel hay to? James: This is a draft proposal, I’m just going to skip to the thesis.  I’m giving this in solidarity with our call for international democracy.  I am proposing that we should be democratically represented in the UN; today, we have no say on who is voting for us in the UN on questions of international law; I propose that citizens of every nation should get a vote in the UN; we are the 99% and we should not let a handful of people decide on international law for us; I’m going to leave that open for now, I don’t have a clear concept of what that should be--but I know no laws should be written without representation. Alison: I wanted to speak about the role of calling point of process.  I feel personally attacked when I do it and actually I’m trying to protect the person who’s speaking, I’m not trying to silence the person, I’m trying to point the person to the best place to speak to be heard.  If we want to change the process we can make proposals to amend the process; right now we’ve created a safe space for people to be heard; I feel protective of that process because when we break it we breach people’s boundaries and it triggers a lot of anxiety for me and feels unsafe for me.  So if there’s something in the process you think could be done better, then I suggest you come to Facilitation WG and propose changing the process and say, This doesn’t work for me, but you’re setting yourself up for disrespect and disrespecting others if you disrespect the process.  I feel personally assaulted sometimes when I am protecting the process. Martin: I have an issue about respecting other people’s space around camp.  I feel sometimes we get carried away with a protest, I get to do whatever the hell I want mentality.  There are some things we’re fighting for and some things that are, like, Yes sir, officer.  Like going to the bathroom, the mezzanine at South Station--I want to remind people to respect other people’s stuff and take care of the camp; if you’re here, do something, rake some hay, get involved in an WG, otherwise...yeah. Alex: I’ve been talking with the Greenway folks for a whle and we need to be supportive of their environemnt.  That means staying off the shrubbery, and helping people to do the same.  Not tying your bikes to trees would be great too; it’s really tearing up the trees.  We don’t realize that many of the trees are so young that it will be their first winter; keep up a nice relationsip with the place.  Also, talk to somebody, get to know people personally, talk to new people.  We sometimes view this in a larger scope rather than on the individual level.  Many of the people here live off camp; so you don’t ncessarily understand how people are when they’re there 24/7.  I’m not saying it’s closed, but if you can avoid the Media Tent after, like 1am, unless it’s really important, that would be great. Eli: Alison, I appreciate what you said because I’m piggybacking on that.  I want to encourage everyone to be nice to one another.  Sometimes at these meetings a pervasive feeling of anger comes over me and I’ve gotta hold it down.  I want to encourage people to smile and be kind.  In points of process-- This motion (wrap it up) is the most offensive fucking motion, it’s basically (flipping the bird).  But I just think--what you said, Alison, needs to be said; process isn’t to shut people up, it’s so people’s voices are heard, so at the next Facilitator meeting, I want to build that into the opening speech.  That’s all, be kind everybody. Katie: About where we can go when it’s cold.  I’m on outreach, and we are currently in contact with a number of community organizations who are actively interested in helping us find space; we also want to expedite outside-inside connections.  So if you’re heere and can help, please ID yourselves and let me know! Frank: I noticed people are concerned about losing camp and who’s there for 24 hours.  I worked 10 hours in the rain today, that doesn’t make me better than anyone but it DOES make it harder to maintain my level of calm.  It’s sometimes easier to come from a house and stay calm.  I need rides, Monday, Tuesday, and Wednesday, around 4:00, from the Arlington/Boylston Unitarian Church there; we have the kitchen now, so I need a ride so I can bring in 40 lbs of food from there to give us hot food.  Also, does anyone notice that we don’t actually live in a field, we live in a roof; it’s the roof to the big dig.  As far as setting a fire in Dewey Square, I’d like to see someone try.   Sage; NO OPEN FLAME! Frank: It’s a joke.   (Transcriber: yes, seriously, don’t freaking set fires.) Dan: When the kitchen is closed, the kitchen is closed.  If people go into the kitchen after that, please tell safety.  We’re really looking for people in the mornings to volunteer with Food.  Kitchen closes at 12 and opens at 8am; between then don’t go there unless you are a volunteer who has been there more than once. Eric: This announcement is about the weather.  I know the weather is bad, but if Oakland and Denver can survive tear gas and rubber bullets to fight for change we can survive the weather. Brian: just to respond to the process discussion: the comment I heard, I wished it had been included in the official process because the people making the proposal really should include it.  I’m worried that the comment made in the mic check--it was really important, and I don’t want ot to be not heard.  I’ve heard a lot about Oakland--and I’m putting a proposal before GA about that tomorrow.  They were using tear gas, grenades, a veteran was really badly injured.  There’s a nationwide crackdown happening and that’s because they don’t want us to grow and succeed.  It’s also important to understand the way in whcih the Democratic party has a 2 part a strategy of containment for us.  We should note that it was a Democratic mayor in Boston, Chicago, Oakland, Atlanta who cracked down on us.  One strategy is repression.  Another is cooptation.  We can assume and see that Obama 2012 and other statements will want to coopt us and claim to be on ourside; if you read the statements, they speak like they are with us and on our side but meanwhile they are cracking down on us and repressing our right to free assembly--and almost killing a veteran.  So we should just be conscius of that as we enter 2012.  (This was vastly more coherent than my transcript; Brian speaks fast and in coherent sentences which are surprisingly, harder to transcribe because I can’t condense things!) SAFETY PROPOSAL IS BACK! Safety: We’re taking into consideration an eviction protocol; we did include a proposal to reduce the time served; we included the idea of barring someone on safety not sober from the eight day rotation; we also included that we’d strive to have eight hour shifts f we can; also gender and diversity; also training on sexual assault response and self-defense. So, new proposal: 1. Public meetings for Safety once a week. 2. Lg number of OB community rotate into Safety shifts lasting no more than 8 days. 3. Members of comm need to be part of community for four days?   (stuff happened) The relief of a given rotation of safety team members is based on whether there are people to replace them.   (stuff happened; this will go onto the wiki in written form) Everyone on Safety--stays sober.  If drunk/on drugs on duty, Safety members wil be asked to step down.  These members will need to attend two CW WG meetings and before rejoinign the individual will need to be approved by Safety before rejoining.  Three strikes and you’re out.  If you’re asked to step down you will avoid conflict.  Review process mediated by CW group.   Safety will draft a protocol for eviction in cooperation with CW and nonviolence WGs; this will be proposed to GA on Nov 1 (Tuesday) Safety recs an urban planning WG Safety recs: space for daily safety meetings for venting, working through issues safety to receive training from CW to handle problems without escalation in fact everyone in OB should get mediation training Safety needs rain and weather gear, two way radios, reflective vests Safety will work in conjunction with Women’s caucus, POC, et al to promote diversity within working group. Safety; an active member is someone who is in rotation in the safety team.  Somebody who participates in all duties who are asked of him or her and does it respectfully.   Safety: hold on, this is about who can be safety.  Safety members need to be active members for at least four days in a two week period so people can’t just show up and suddenly be on safety.   CQ: Regarding the eviction between now and November 1...we’re going to get an intense weekend here, substances, visitors, what’s the plan between now and then? Safety; we’re going to keep the tightest ship possible running and it would be helpful if you could reach out to us because we are a team, the 99%.   CQ: That doesn’t solve anything in the next three days Safety: that’s from now till the end of this time. CQ: Is tehre a minimum number of people that need to be on duty on any given shift?   Safety: 9 guys right now, it would be good to possibly organize a special group for the most serious issues that need instant action. CQ: So your rec is that there should be 9 people? Safety: 9 people and one female. (Discussion) Safety: 10 people.  We need women to join the women’s safety team so that we have equal time, same number of women as men so when there’s a women’s issue women are dealing with it. Katie: just to take into account what an active member is, does that take into account whether ppl are onsite or offsite? Safety: We’re leaving it open to interpretation. CQ: He asked how many were on each shift, but...are you saying 10 on the whole team or 10 on the whole shift?   Safety: We’d have to check; we need at least six people on shift at a time--3 intrances, Gandhi, main street, etc., all these need to be patrolled so we don’t have people arguing about whether to respond to a call.  So we need to figure that out so we’re not all there at the same time, it could be that people are creating an intentional distraction. Safety to Safety: We need to develop a radio situation that is a bit more complex.   Safety: Right, that’s a situation (discussion) CQ: So, to be clear, you want 3 shifts of eight hours, 6 people per shift, so 18 people per day? Safety: Yes. CQ: When it the next safety WG meeting? Safety: We need a new tent because our tent was occupied by occupiers.  Not sure when the next meeting is; we need a tent. Floor: you can have the meeting in South Station. Safety: We could do that.  We discussed meeting Monday night at 9 in South Station, upstairs, by McDonalds.  Ok, let’s do that. CQ: This is an issue, this question arises from the fact that there will be a rotation which is nie.  But for those of us who work in sensitive areas prone to theft or violence but how will you work around the issue of familiarity with working groups, I feel a little iffy about calling because I don’t know who’s on shift; sometimes the guys who turn up aren’t the guys I really want to see.  How will you deal with the fact that those of us who work the late shifts will need to feel comfortable with the person on duty in order to call them.  Now it’s fine with you guys, but we’re talking about constantly rotating, constantly. Safety: That was part of the intent of making sure they are part of the community before we move on.  (discussion did not hear) Eric: On solution would be to have a the pictures of safety people posted around POP: This is not a question, it’s a suggestion.  This belongs in Amendments. Facilitator: We’re trying to keep the process moving.  Any more CQs?   CQ: Back to numbers.  You currently have a Safety WG of 10 people and your current proposal suggests 18 people in one four day round... Safety: We’re trying to create this world with the proposal; the first step is to have more people be part of safety before we can make this real.   Safety: So we’re working on a rotational team; every 4 days we’d need 9 new people to join for this to work. CQ: More on numbers; is the equipment going to be shared? Safety: Yes, it will be shared. Points of information? POI; Each WG gets $100 per week so they can keep buying stuff if they need it. POI: BARCC has offered to participate in the part of the proposal that deals with mitigating sexual violence.  BARCC came to Women’s Caucus; I want to encourage proposers to check in with women’s caucus and BARCC both to actively incorporate them into this new safety thing. Strong concerns and objections. Concern: I think what I heard was if someone on the Safety team has alcohol or drug issues while on safety you put in remedial action but that person is allowed back onto Safety in the near future; I wouldn’t feel safe in that case.   Support? Support: (happy fingers from at least 15 people in crowd) Concern: We need more meetings. CQ: Are thoe open to the public? Safety: Yes. Amendments? Amendment: A board at INFO and MEDIA laminated with pictures of the Safety people so that everyone knows who the safety people are. Amendment: alter the active members language to say “active members of a working group who can be vouched for at a meeting of that working group”. Amendment: Or at least familiarity with GA as well. Amendment: if anyone n the safety team at all, on or off duty, if they’re found intoxicated, they just be removed from the Safety team for a long period of time until that person has proven their ability to be on the safety team.   Amendment: While you guys consider you needs that you consider a minimum and maximum # of people on shift at any time.  That means if we pass your proposal we count on you to maintain a consistent minimum #.  Maximum # deals with the equipment quesiton and makes sure you have enough stuff. Amendment: That sets a time limit of the exact number of hours a day someone can work so that we never have someone who tries to be a superhero and works too many hours (like Steve!) Amendment: To piggyback on the minimum/maximum amendment, I propose that there is language that somehow you let us know how many mmembers you have so we know how many more you need, so we know what you need and when we’re short on safety people or when safety people are overstretched and working doubles. Amendment: During the training period, let’s tour people around so people don’t feel like they don’t know the safety people and can’t call; let’s make trainings introduce Safety people around.   Amendment: From now to Nov 1, due discretion is exercised by Safety, that they can axt as they deem appropriate for evictions to protect everyone’s safety. Amendment: Stress autonomous action; if you feel like your life or someone else’s life is in danger take action. Amendment: … this is a nonviolent camp, that’s it. Amendment: one strike and you’re done thing with the violence.   Safety: yes, you’re here until you get violent. POI: Menino says we can stay as long as we’re peaceful. Amendment: If someone is being asked to leave for substance abuse, let’s make sure CW and conflict mediation are part of that discussion.   Facilitators: The fear is that we’re not going to pass this tonight and this will take forever.   Amendment: what if we just call it a living document? We are recessing the proposal for the composers of the proposal to modify it.  We’re now taking individual stack. Martin: announcement re solidarity with Oakland.   Carlos: I’m concerned about the witch hunts, witch hunts aren;t conducive to a collective community; allegations against an individual are serious and should not be taken lightly.  Instead of passing on thoughts or rumors that alienate people, that can damage their image--physical, emotional, or personal.   Facilitators: E5 has given us a short extension so we can wait. Eric: So about raking up the leaves around the food tent and I didn’t get a chance to respond; but that’s a good idea, let’s do it, logistics bought rakes and gloves so let’s chip in there.  We worked 4 hours and didn’t get nearly all of the hay cleaned up so if we can help it would be awesome. Dan: This is a nonprofit space but the rent just went up so let’s pass the hat for encuentro5 (the space we’re in).   Brian: Follow up to my earlier announcement; here’s the good news.  In Oakland they’ve called for a general strike for this Wednesday, November 2.  Part of the proposal tomorrow coming before Ga is to encourage all the 99% to take action in solidarity with the general strike in Oakland.  We’re not in a position right now in Boston for a general strike but we can plan for a march or something like that to show solidarity with oakland, maybe shutting down a bridge or street, but that will be part of tomorrow’s proposal as well, so we can give the whole moovement, which is facing police action everywhere, a boost. Merph?: I’m one of the admins on the FB page.  Seattle has suggested a good idea.  If you have an extra tent put this on the lawn with a sign saying We are the 99%.  Also put up signs for trick or treaters; educate!  The cape is going to start occupying; this is important so check us out and keep the movement alive.   Eric: So the process right now is that we can’t direct respond.  Most other cities are allowed to direct response during this part.  I’m going to bring a proposal about this soon. Anastasia: This is our movement, this is your GAs, and I appreciate it and it’s a hard job and you don’t want to feel attacked.  Every time you want to break a process, please think about if it were you yourself up here.  We keep seeing the same faces up here, we want more people to facilitate soon; we need everyone to facilitate at least one GA; you can have an experienced facilitator up here with you, so we encourage you to come and bring your proposals.  Next meeting tomorrow in South Station in front of Au Bon Pain.  Also, gendered language; they are not all guys, please be mindful of your language. Tonight the general assembly was a short one. One proposal and the whole thing complete within a half-hour. The proposal was created by a pop-up working group called the "Statement of Purpose Working Group" which was created today specifically to catalyze the GA into accepting a statement. This group was disbanded after its success, and the future is open to those who wish to come forth with their own proposals. The accepted amendments proposed by the general assembly were grammatical. The amendments denied were not necessary for GA approval.

This proposal was democratically voted by consensus of near 100%.

The proposal is as follows:

"We the people who have occupied Dewey Square, under the name Occupy Boston, have done so in order to maintain a place, where all voices are welcome for the open discussion of ideas, grievances, and potential solutions to the problems apparent in our society. POP--point of process WG--working group OB--Occupy Boston temp check--temperature check GA--general assembly. “Floor,” “Participant,” and “Person” are used to reference people whose names/roles I did not hear, or who did not identify themselves by name or role.  Most people so noted were located in the assembled crowd, not on the stage. This is a live transcript, done in real-time, not from memory. These notes begin at the introduction of hand signs and explanation of consensus.  It’s now 7:20. Daniel: Consensus is a general feeling of agreement that what we’re discussing is best for the movement as a whole.  We’re looking to see if everyone agrees to consent to move ahead with this proposal.   Facilitator reviews temperature checks.   First, WG announcements. Facilitator: Facilitation is always looking for volunteers and people to help; meetings at 5 on Weekdays and 4 on weekends, please join us! Urzula from National Lawyers Guild: The international lawyer’s guild has been a working group of Occupy Boston.  I’m here to make an announcement and a proposal will come later.  The announcement comes from Legal WG; we met last week to discuss options for the future of OB.  Three weeks ago the city raided one of our camps and arrested over 140 activists and something like that is complely outrageous and unacceptable.  The guild is now preparing for several different cases; one group is working on criminal cases, but another group is looking into other legal options we have to ensure that the movement continues and is protected.  The announcement I have tonight is a lawsuit we are thinking about filing and this lawsuit will ask the court for injunction protection so the city and the police will not raid OB camps and will allow the movement to continue.  So this is an announcement and as I said the proposal to file this lawsuit will be presented later.  One thing I want to make clear is that if GA agrees with the lawsuit we are not planning to do it right now; we consider it a last resort, if there is no other ways for us to protect the movement we will be forced to ask for an injunction.  A proposal will be made later by other Legal members.   Facilitator: And we’ll take questions during the proposal time. Free School U (Eden): Hi we’ve got just a quick update, we had a fantastic workshop today with CT Butler and Ren on consensus, so here are some notes about what happened.  Thi is about why we’re doing consensus and how to do it (gestures to whiteboard).  FSU meeting is Friday at 4:30, we’ll meet 4:30-5. Health and justice: I’m Liz, a health worker herer in Boston, affiliated with the health tent here.  There’s a group of folks coming together--advocates, community organizers, etc--to form a health justice WG and we want to invite you to participate.  We’re hoping to organize a day of action on 11/12, providing free services here at OB.  They’re planning on gutting Medicare.  Contact Liz, liz.samuels@gmail.com, we’d love to have you, our next meeting is Thursday. Direct Action: March at 8:00 because one person was arrested about 20 minutes ago, so we’ll express solidarity and bail her out.  Also a march tomorrow in support of the oakland general strike. Urban planning: lso urban planning tomorrow, meet by Gandhi, we want to talk about reorganizing the tents setting up a mail system, and coordinating volunteering. Adam, Urban planning: Inreach group is being formed; we’re going to try to help individuals that might not know how to participate or to join a working group or which one to join; so we want to create an inreach WG to help individuals be more successful and integrated into this movement.   John, continuing: Basically the wellness group has been organized to seek out ppl with substance abuse problems and other problems.  Inreach is about idleness; helping ppl to get involved if they don’t understand how to.  Discover and facilitate a person’s involvement in the movement on as personal a level as possible.  Getting to know who they are, why they’re here, and directing them where they might best go, letting them explore a bit.  And we talked about the necessity of a sanitation WG; it’s more than time, please come to the meeting tomorrow at 2:30, the more people we have the better the idea pool is. Anti war WG: This subject has been brought up here over and over again and we have a consensus that we’re not just greedy people about the bankers, we want world peace and social justice and equality.  And we’re agreed that US fascism has created victims in and outside the US.  We are creating a WG where our job is going to stop the war because the 1% are the only people benefiting from this war, for profit, and based on that we’re going to try to create a WG to expose te lies people are being told, the money being spent on war that needs to be spent on  healthcare and education.  Contact Siham, [mailto:serene.heart1@gmail.com serene.heart1@gmail.com] Tech (Dana): I’ve been working on IT stuff and pedal generators and we’re interested in facilitating the energy needs of the camp, lighting for food and medics.  And we’ve noticed lots of initiatives like solar panels so I want to weave together the different ideas  My email is [mailto:dana@occupyboston.org dana@occupyboston.org]so if you know anyone with an energy initiative--a plan or a wind turbine or whatever--please get in touch with me so we can coordinate what we’re doing.  nd when the emergency happened in NY some of the MIT pedal generator people came down there which was an awesome solidarity thing between Boston and NY and now we’re understaffed here, so please help! Street theater WG: Steve: We’re working on a lot of cool stuff.  Tomorrow, Wednesday, two marches, and in between a live statue demonstration in front of the bike racks.  The performers are all volunteer, needs to be you guy, tomorrow at 4pm in front of the bike racks.  If you have ideas for street performance or other things please let us know!  We meet Mondays and Fridays at 4pm in front of gandhi and we find a place to go from there. Info tent WG: Kevin, Rhea, and Andrew: We’re a WG now!  We meet every Monday at 7 at Info if you want to join, we’re looking for more people to come help out.  Others, if you have changes in where you’re holding a meeting--if you start at gandhi but then move to south station or where ever, please let us know, because people come to us trying to find you and we don’t always know where you are! Tent management WG, Duncan:  I love seeing you so much I moved in over the weekend!  And as a new resident I’ve been asked by other residents to start this WG.  So this is a WG just for campers, and our purpose is to look for tents that are unoccupied, abandoned, and take them down if they’re in bad shape to clear space for new campers.  And if they’re in good shape we’ll move someone in.  We’re checking for empty tents with these black zip ties; if there are rumors of an abandoned tent a tent management person will put a black zip tie around the zippers--not going in your tent, not invading your prvacy.  So if you see a zip tie on, cut it off!  If we don’t see it cut off after a couple days we’ll know it’s an empty tent and we’ll move someone in.  If you want to particiapte and you’re a camper please meet me at Gandhi after GA. Labor and outreach: Hello brothers and sisters.  My name is Tom, thi is Daniel, we’re both from Labor outreach.  First, respect to the campers.  I saw sa great sign that said youth are not the future, they’re the present, and I feel like the campers are the present of thi movement right now.  In this WG we want to make more solidarity with labor and getting them out in force to demonstrations in support of OB; that’s the future and present of OB.  First, general strike in Oakland tomorow, that kicks ass, we’re working on that, we’re not in a position right now to do that especially since we just stood in solidarity the other night with Oakland.  But we do have contacts within the labor movement, we’ve gotten solidarity from nurses, from iron workers, carpenters, ibew, you can see in Dorchester if you go past their local union office they have an Occupy Boston sign there.  We had a conf call with labor folks and we’re going to try to have weekly meetings here with labor folks to try to develop this connection.  We’ve been reaching out to them tomorrow and I hope there will be actions to support.  Wednesday, Nov 9, there is going to be two related and dovetailing actions; the big one later on is going to be at 4 or 5 o clock or something, against the austerity that will be planned by the budget supercommitte and budget cuts expected to medicaid, medicare, social security and basic social welfare measures, and that demonstration is happening to defend against those cuts.  Mass Teachers Association will be endorsing a demonstration against Michelle Rhee and she’s sort of... Crowd : Hell on wheels! Labor: She was the superintendent of schools in Washington DC and is a major proponent of everything teachers hate, merit based pay, testing, defund schools, privatize schools, education, etc.  So these demonstrations are happening and we’ll have a proposal coming up shortly. Winterization: We are human beings and we deserve to live peacefully, safely, and remain educated to sustain a better way of life.  I’m Bryan Brown and I’m working with winterization to make everyone more comfortable and safe and today I had a good meeting with MIT people and my confidence was boosted that this movement can sustain a physical presence way past winter.  Their dedication and listening addressed all the concerns we had and I’m optimistic and if I can instill confidence in the campers, we ain’t going nowhere, we’ll be here forever. Food: We’ve had a lot of cooked food so thank you!  Tell people to bring cooked food--get restaurants to come in. We need more voliunteers all the time, new kitchen sink coming in a couple days, new tent coming in, we’re rocking the kitchen, but we still need volunteers to come in, wash dishes, mix salads.  Come volunteer, we have meetings once or twice a week, get involved!   Library: Real quick, I’m kind of stretching myself thin, but if anyone wants to come and volunteer during the days ask me.  Look at the free box over here, it’s overflowing, next week we’re going to donate a bunch to the prison book drive, but they hit the free bin fast, so, yeah, load up. Eden invites us to do a breathing and visualization exercise; think of summer and breathe.   Signs: Signs needs volunteers, if anyone has five minutes or an hour we really need volunteers, come see me after GA at the sign tent. Finance: Rita and Rene from Finance.  Finance is happy to announce the conclusion of a successful mediation and agreement signing.  All financial issues have been resolved.  Last week Finance adopted a resolution and announced it at 10/24 GA disavowing Paul Carnes from conducting business on behalf of OB.  The conflict was not personal.  It can be tempting for people to think they can work independently.  But OB is not about independence.  The Finance group is working to overcome this and has disavowed [Paul and Sidney] because they did not adopt the transparent process. All papers have been transferred.  We would like to put this issue behind us.  Finance has adopted the following resolution.  Paul and Sid have agreed to work with OB going forward.  The press release and agreement are on the website now. Rene will read the agreement: On Friday Oct 28 and Monday Oct 21, Paul, Sidney, Greg, and Rita and maybe others...all of whom met to discuss various OB finance matters.  We have reached agreements: (paraphrasing) 1. Various of us have opened two bank accounts, one in the name Occupy Boston and the other in Occupy Boston FAWG.  It’s confusing to have two accounts for the same purpose; we’ve closed the OB account and moved its funds to the FAWG account.   2. In order earlier to open the accounts we’ve now closed it was necessary for us to obtain a DBA as Occupy Boston and an EIN as that.  We’ve executed the City of Boston’s withdrawal of DBA form and will keep it withdrawn  until GA figures out what to do with the DBA>. 3. Paul and Sidney have a plan for a business to raise funds for progressive groups.  Such a group’s services might be retained by OB if GA consents to it. 4. All of us are proud of OB and our movement in it.  We are committed to oversight, transparency, and [other things.] 5. This agreement supersedes and nullifies the resolution of 24 October [against Paul and Sidney].  We will also try to have the resolution deleted from the website. 6. Furthermore any FAWG members making statements inconsistent with this to 7. Greg, Shane, Rene, and Rita are authorized to execute this agreement by FAWG... 8. We have satisfied our responsibilities to fAWG and occupy boston. 9. This agreement will be held in escrow by attorney David Kelstein? until we have executed some of the above. Rita: and all the actions have been taken and executed in a cooperative matter. Paul and Sidney come up, Rita shakes Paul’s hand. This begins individual announcements: Paul: I just want to thank you for letting me be here.  And I know stuff hapened and I want to say that lessons have been learned on my part.  My business education taught me more from a top down approach ad that’s not what this is about; this is about the people and their voice hasn’t been heard; and these people, the camp, you are the people that make decisions; we want to work in cooperation and transparently with you; we want to work in collaboration with the general assembly and ocupy boston to help move this movement forward; if you can welcome us back, we want to be here, we care about this, we care about you, please let us prove to you that we want to be accountable and transparent and we’re going to continue to push this movement forward.  Thank you, Occupy Boston, thank you. Alison from facilitation:  This is the priority proposal process and we’d like to set some context.  We as the facilitators we hear all the concerns about the nature of how GA is going and we hear them personally and at the meetings.  We want you to know we are always trying to hear your feedback and see what we can do.  One conern we’re feeling is that folks are coming to GA with proposals that might not be ready for GA, as in we value the collective thinking and therefore for a proposal to come to GA we think it should have been through a community process.  We also value autonomy so we’re not suggesting that nobody can bring a proposal to GA.  We’re offering an option for people People singing Solidarty Forever are coming to GA..”we’re gonna leave in am inute, get the fuck out of my face...”  I can’t see what’s happening. Facilitator: We’ve agreed that certain people will address the disruption... And back to the Facilitators WG proposal. Alison from facilitation WG: So the idea is to have proposals prepared better before GA.  The idea is to give people practice with proposing and going through consensus because it’s challenging, 300-500 people down there and you can feel a little bit on the spot with people picking at the proposal.  The idea is to instill the concept that once a proposal has been brought forth it belongs to everyone, not just the proposer--it belongs to the community.  The more people who feel it’s a better proposal and have worked on it with you, the better it is.  We’d like you to know before we brought this proposal to GA, we took it through the process we want to tell you about.  We did this in our public WG meeting and it seemed helpful and powerful.  When we go through the process and state concerns, then we have statements of support, amendments, then the presenters will consider what they’ve heard and make changs.  What we’d like to do tonight is to hear concerns, and write down the concerns when we hear statements for support, and before amendments we’re going to restate the cocnerns as we’ve heard them so that you know your concern is being taken int oconsideration.  And if you don’t hear your concern this is an opportunity to make sure you were heard correctly.  Then we’ll ask for amendments, and this will let us ensure that your concerns are being heard when we do the amendments.  Have copies been passed around?  We have more.   I’ll read it off: (not exact, this is fast): To strive for an inclusive and informed and prepared process, to help OB participants plan to attend specific GAs to vote on proposals of interest and better the likelihood of passage, the Facs WG recs a proposal process.  We strongly urge people to make proposals, esp oppressed folks.  Emergency proposals will continue to get immediate attention. The following steps to achieve priority status at GAs for your proposal. 1. Decide whether you want priority status.  Groups and individuals can do this.  Prearranged, preproposed proposals that got consensus at public meetings will get priority status.  Ppl can still make proposals without priority status, they just won’t have priority status. If you want priority: 1. Post on the wiki and put copies in the library. 2. Schedule and post onlike the date of the GA where it will be presented. 3. Do outeeach to WGs for input. 4. Schedule with 48 hours notice a public meeting at which the proposal will be taken into consensus process; on non GA nights facs will be available to help with all these steps. 5. Announce ASAP at GA that you’re proposing a proposal and the date it will be at GA 6. Conduct a full consensus meeting where you state the need the proposal is addressing, assess whether it needs GA consensus, document objections on a public list so that if the proposal is consented to the community still knows there are objections to address.  If proposal has passed consensus, present at GA.  If proposal did not reach consensus, announce at GA whether it will be presented or not.   Call of RAINBOW--distress signal--from to the left of the GA folks.   Some dispersal.  Discussion for 1-2 minutes. It’s now 8:30. Quorum check: do we have enough people here to speak for te movement?  Raise your hand if you think we have quorum.   Does this look like 75%?  In that case we don’t have quorum, we won’t proceed on this proposal.   CQ: I think that this proposal should follow this process and that it be posted and brought up in four days and distributed to the WGs so we can have more input. Alison Facilitation: We announced it 10 days ago, we don’t have a priority status because this prtoposal hasn’t been enrolled obviously, but it was put on line and reviewed at a public meeting. POI: So we can go ahead with discussing proposals but we can’t vote and adopt proposals if we don’t have quorum.  Do the proposers want to discuss without voting?  Yes.  So this is a discussion period because we don’t have quorum. CQ; If the scheduled GA does not get to the priority proposal does the priority proposal move into the stack for the following GA? Alison: if you have gone through the process and gotten priority you get first on stack; the idea that it’s scheduled ahead of time you would be able to know.  But yes, our standard practice is still that whatever’s left of the stack becomes the first of the stack the next day? CQ: That sort of interferes with the goal of letting people predict which GA to come to. Alison: That’s true, that’s a piece of the process that we’re trying to let people plan; at the same time if you qualify for priority if for some reason we have five priority proposals and we don’t get to it; it seems fair that they could go the next night or reschedule. Mike (proposer): If there is anyone out there who could furnish a better idea we’d appreciate it in the amendments. CQ: Are we doing the full proposal process now? Facilitator: So there was a quick quorum check so we are continuing with the process as it were but it will not result in a vote. Points of information. None. Concerns and objections Concern: I don’t have an objection just a concern which will lead to an amendment.  My bigget concern is prioritization; I see this as a conflict with representation, one thing to look out for is how will this affect the representation of ourselve, what goes first, working groups.  I’m concerned with some individuals not being up to date and I’m seeing that GA meetings people are seeing them not go the way they want to go and they feel like they don’t have a voice because they’re not up to date.  You talk about working groups but maybe let’s find a way to update folks who aren’t part of working groups.   Support Support: I agree that a supporting structure to help people prepare their proposals would be really nice.   Supprot Eden: I also agree that if 12 or 30 people reach consensus on a proposal that GAs and proposals will move faster and I strongly support that. … Proposers: Concern I hear is that we need to ensure people are not shoved below the priority line if you’re not in a WG. Amendment: I propose that the facilitators group maintain on the wiki and in the library a rolling list of what the priority proposals are stacked up and when they’re scheduled to go so that if the schedule gets messed up people have some way to anticipate what might occur.   Amendment: Taking the open source model like Ubuntu.  Someone will implement code and post it online and others will vote the priority of what gets implemented first.  Have a function online for post the proposal, people to comment and make a living document, and then have a poll so that if there are 4 or 5 proposals going through we can have people vote for which ones they think are most urgent and should get priority.   Amendment: So I’m a little concerned if people have time sensitive or important proposals that I would still like to see those going forward so that if we can have something in this about facilitators using their own discretion about time sensitive or important proposals to go before GA before something in the works for a couple of days. Amendment: I believe it would be very easy for GA to have its own listserv the same as working groups and that would solve the issue of getting the word out for a huge proportion of the population as well as in the library.   Alison: is that a suggestion that we create a GA listserv?  Yes. Amendment: Not sure exactly how to do this but with section 2.c outreach to working groups maybe have a little more detail on what that outreach is, whether it’s simply sending an email or actually tracking down someone to have a conversation and also because there are a lot of working groups maybe something about only working groups that are relevant to the proposal.   Amendment: I have two amendments.  One that we have a pre-vote or pre temp check for the proposals so that if everyone already agrees we don’t have to go through the whole process.  Two, that outreach to WGs is very difficult, there’s so many, and there’s no consolidated information so we just have a GA listserv that could just ottally replace the WG thing plus you don’t want to have WGs wasting their meeting time talking about all the proposals that want to get on the priority.   Temp check--occupy the hood announcement! Just want to let you know about upcoming events and ways that you can be engaged in Occupy The Hood.  First, you can ee some of our contact info, [mailto:occupythehoodboston@gmail.com occupythehoodboston@gmail.com]617-297-7721.  If you go to that site you’ll see our calendar of events, you can go and share the link with friends.  Couple of things coming up.  Electoral politics; we have goot relationships with elected officials and voting is a high concern in our community, so between now and election day we’re working with get out the vote efforts with NAACP and other efforts, and we’re lending our support to specific candidates.  On november 11 we’re organizing a Feed the Hood day, a community food drive to collect food and distribute it, please get involved.  Go to the calendar too to find out.  November 14, town hall public meeting at Dudley library, please refer to the OTH calendar.  OTH was created on the cusp of two significant day in black history, October 15 1966, Black Panthers, October 16 million man march.  So OTH was to create and address issues in communities of color.  And what we’ve discovered here is a critique of lack of diversity in Occupy movement.  We’re suggesting that Occupy Boston create a day set aside for people of color.  Now everyone who hears it tonight you are now deputized, you are ambassadors for this, talk to people about this at Occupy and push for thisl we’ll be reiterating this to DA, Outreach, Media, to put this on the agenda for OB to set aside a day strictly dedicated to issues for people of color.  We also too--did people get the Occupy Boston Globe off the ground in print?  Not yet.  Also, we do a newspaper, last check was 8,000 collected on kickstarter; the prices we get is about 1000 dollars for 10,000 papers, a straight resource, just fyi.  OTH will be raising money to get going, flood the communities with this information, create a newspaper.  The original OTH statement, all these issues of Occupy, my people (of color) are disproportionately affected--prisons, drugs, guns, mortgages, etc.  Blackstonian.com/occupythehood.  Check the calendar on there, tweet, FB, etc.  email, occupythehoodboston@gmail.com.  See the sign in front of the library and all that information is on the flyer from the Oct 21 Occupy the hood event.  Now back to your regularly scheduled program.   Faciliator: We’re showing that OTH and OB are all one movement, solidarity.  Now back to the process.  More friendly amendment on the proposal proposal. Amendment:  I want to add to the previosu amendment about editing a document online, the suggestion that there is a software available called WiWrite.com that was proposed by some guy and it is designed to assist in group editing of a document that might be useful. Amendment: Poll the people assembled at GA about which proposals they want to hear first when mukltiple proposals are on deck. Alsion:  we have a process challenge; we can’t modify the proposal that’s online because it’s passed consensus in our working group, so we can’t modify them in response to your concerns and amendments.  But we can think about them and bring them up as we keep talking about them.  So because the proposal has been passed by a public working group we can’t edit it right now. Fac: now the proposers will go over concerns and amendments.  We can now proceed to other proposals; legal had a proposal.  We’re moving on to individual stack and the people who had proposals tonight have been moved to the top of individual stack so we’ll now call on those people.   So, legal?  Do you want to speak?   Outreach/labor?   Labor:  Labor is organizing a march next Thursday about issues of medicare and social security.  Labor is bringing a proposal that OB officially support this--proposal to happen soon. Legal: Hi!  I’m Carl Williams with the NLG and our legal support crew.  We’re not having proposals.  The legal WG has been working with ACLU and NLG and the guild and ACLU are looking for ways to use legal means to protect and defend what’s happening here at OB and in Occupy movements all over the country.  We have a resolution you can think about for some time and we’ll reintroduce it sometime.  Resolution: The legal WG and NLG working together to protect OB in the form of a potential lawsuit, if Boston plans to carry out arrests/raids of Dewey Square.  So this would be an injunction, basically a legal stop sign.  There would be a court order against mayor and law enforement against breaking up the camp--that is if a judge granted us an injunction--which Occupy Tennessee just got one of these!  Not that the law is here to save us--the real power here is justice and people power!  But there’s a legal tool!  Sometimes you can use a hammer and slam them in the toe!  We want to get support of GA and we’ll be back before you to present it that way and hopefully reach consensus. Safety? Ren: Magnificent!  I am the magnificently dreadlocked Ren Tuatha according to the Phoenix!  (laughs)  I’m from Occupy Baltimore, and I’m here with CT Butler and we’ve been doing workshops on consensus and facilitation and it’s been amazing to create an ongoing relationship with you.  We’ve collected a lot of informstion and we’re available to come back for trainings, extended trainings, and be of whatever support we can in your process.  We’re doing this all over the country--this is a first stop in a bus tour.  We don’t have the bus yet, we’re working on it.  We want to help you do what you do better in the process; though we have specific ideas, we don’t want to tell you what to do.  We’re taking trainers all over the country.  Our proposal, requests that OB give a donation of 5,000 for the bus tour.  You can shrink it or add to it, but to be specific we decided on 5,000 dollars to support our efforts.  So that’s our proposal. And back to facilitation’s proposal WHICH IS STILL INDIVIDUAL STACK, we’re not voting.  [Just no time limit on this, as it was the frst proposal...?} Fac proposer: We encourage you to come to GA on Saturday where we’ll propose this, to bring these amdnemtnes to GA to incorporate them there.  This is an edited document we’ve consented on in the WG so w can’t modify it right now.  One amendment: to maintain a rolling list, we’re going to work on that.  On starting a GA listserv, we can kill 2 birds with one stone, we can send blast emails from Facs WG listserv, disseminate information and maintain a rolling schedule.  Another bit about online living docs, to be collectively edited: we had concerns about the digital divide, but one major concern is that any person who might not be part of this movement--if any person can contribute to proposals they might sabotage proposals and that wouldn’t be in line with our horizontal democracy.  It could also be hard to present if ppl edit it right before GA.   Mike proposer: A thing I hear all the time in person and online and at our meetings is that no one feels as if they are being properly heard in comparison to everyone else; we essetially have three groups.  Campers, who have extremely limited access to computers and net.  We also have people who are not often here who are participating through email and watching on the livestream and their opinion is that all the action is here and they don’t have a voice.  And then there are people who are here often and are also at home and at the office and who are participating in person and online both who feel completely overwhelmed and people in camp are coming at us saying there’s too much power on line and the people online are saying there’s too much power in the camp.  So we’ve heard this for weeks on end and we’ve incorporated it into our proposal.  We believe it’s a balance that can keep everybody reasonably happy and if we put a document online or we allow a priority vote online a lot of the people online won’t even be here to be a part of our proposal process, and all the people in camp who don’t have access who will be here in a process that marginalizes them.  I think everybody has to be aware that everyone else feels as if their corner of participation is being marginalized. Proposer: Prevoting on which we want to hear first at GAs, or prevoting on whether we even want to get the process happening--the process is to hear people’s voices heard.  On voting on whether we want to hear something, we run the risk of if we prioritize whether GA wants to hear the proposals we marginalize folks who might not have support at GA. Alison proposer: On outreach to WGs: the idea is not to have work go on related to this proposal but to be informing them that a public working group meeting of your will be happening so that as many people who are interested can be there and participate; so it doesn’t make sense to just visit the WGs you think are related; the idea is that we want more people involved in building things together; the outreach isn’t asking everyone to do work, it’s just informing them the work is happening.  So getting on the schedule at info tent, getting on the schedule online, pushing emails to WGs, etc.  Also you can get help with this at facilitation WG.   Proposers, do you want to go through round 2?  No, they’ve had enough feedback.  If you have more to add please have a conversation with the presenters.   Facs: We’re out of our regualr meeting, we’re on to individual stack still. Kyle from DC: I love you!  Can you hear me?  Yes.  I don’t like microphones.  I have a proposal for how we can get the gears really turning, we put the lube in the gears and they’re ready to go.  We need numbers.  On December 1, we need as many people from all the Occupations to come meet us at DC and when we leave on Dec 1 at DC, we’re going to head south, away from the cold, like birds!  We’re going to go south and stop in every town and city in groups of 12, affinity groups--a medic, a cook, legal person, 2 people with cameras in each group, and 3 people willing to risk arrest, and 4 people hanging out spreading the word as an outreach committee.  That’s how you grow to hundreds of numbers and plant an Occupation in every town and city until we get to Florida! Is this someting that Occupy DC is planning as a whole or is it you and a subgroup? Kyle: Proposal I offered to Occupy DC and Occupy DC consented to it; it’s my idea and it’s an idea that’s supposed to be morphed, I’m offering an idea that you can morph any way you want as long as it helps the movement in general.  Go to FB, look up Societal Progression and see this document and how it’s planned out and subgroups, five pages long, that’s all.  The other idea is that we continue to migrate through the south until we get to California on March 1 and we start to march from every occupation to the east coast where power is held.  We bring 100,000 vehicles to every city, centring locations and occupy every city on the east coast in a united occupy movement on April 1.  And the greatest prank ever to be pulled: we park 100,000 cars blocking off all traffic except to our location and detour it to our location so we shut the system down and occupy the world.  That’s about it.  If anyone wants to hear more let me know...I’ll be here until 10, Love you and have an amazing life.   Rene: I want to talk about something NY is doing.  A big concern is that people come to GA to talk about the issues and what they see are things like a proposal for safety, camp things, things that don’t concern them, not about the movement.  And NY has seen the problem.  And when something involves the camp or WGs, they use a Spokes Council.  This is a separate meeting with reps from WGs on how to do camp things--winterization, safety, things that don’t concern the larger movement and the big issues.  If you’re cool with this idea we should talk.  Go to their website [http://nycga.org/ nycga.org]and look it up there.  I think it’s a good idea and we should do it. POI: We’re restarting camp GAs 2-3 times a week for ecactly that purpose. Rene: I’ve seen camp GAs dissolve into nothing.  I’ve seen how we’ve tried to reboot morning GAs and that’s a problem.  I think the idea of the Spokes Council is that it involves specifically the WGs, it is for the WGs to dicuss things togehter in a Spokes Council--so WGs can talk together. Eric: Hi, I wanted to speak about the Finance announcement regarding Paul and Sidney.  I think one of the concerns for Finance and GA is that the DBA and EIN were in Paul’s name--and the lack of accountability and transparency there.  We had mediation, I wasn’t involved specifically with that, we had a legal mediator here and in that mediation Paul signed over the DBA--not sure that was clear earlier in the Finance (FAWG) statement earlier.  We now have the DBA and GA can decide what to do with that.  So that was the crux of the issue regarding that.  The language in my eyes--I still don’t entirely trust the transparency and accountability of Paul and Sidney but it was a bit of trust when they did give back the DBA; I still don’t have trust in them and they have to work that out.  It was a small token of trust and tht was the biggest issue for me and I think that was a big issue for OB and the GA.   CQ: Do Paul and Sidney have the ability to raise funds for OB or Occupy with oversight? Eric: with GA approval, yes.  As for nationally, we don’t have authority to say so.  We can disseminate what we know and occupy movements elsewhere can do what they want with that information.  He gave back the DBA and that’s a little bit of trust, but I think there’s a lot of work to do to rebuild that trust. Tonight the general assembly was a short one. One proposal and the whole thing complete within a half-hour. The proposal was created by a pop-up working group called the "Statement of Purpose Working Group" which was created today specifically to catalyze the GA into accepting a statement. This group was disbanded after its success, and the future is open to those who wish to come forth with their own proposals. The accepted amendments proposed by the general assembly were grammatical. The amendments denied were not necessary for GA approval.

This proposal was democratically voted by consensus of near 100%.

The proposal is as follows:

"We the people who have occupied Dewey Square, under the name Occupy Boston, have done so in order to maintain a place, where all voices are welcome for the open discussion of ideas, grievances, and potential solutions to the problems apparent in our society. We are and will be holding general assemblies where proposals may be brought to the group as a whole, to be consented to. We have and will continue to occupy this space for the purpose of DEMOCRACY."

Two representatives from the Homeless Working Group got on the open mike after the GA to tell their stories of poverty. This was followed by a musical combustion on stage.

Information we need:

*How many people in camp need better warm clothing?
*What do they need? Socks? Undershirts? Pant layers? Shoes? Mittens, hats, etc.?

Clothing Solutions:

*Polypropylene layers under regular clothing. Look for items with a NSN number (military issue). Look for wool and thermals underwear too.
*Waterproof shoes/boots. Wear boots LARGER than your normal size - more room for extra socks, extra space = insulation, ability to move toes and improve circulation.

Keeping warm while sitting or lying down:

*Layers of corrugated cardboard, or even newspapers. Wrap in plastic to keep it from getting wet and then frozen.
*Foil bubble home insulation. Regular bubblewrap, even.
*Foam sheets or blocks (styrofoam).

Additional solutions:

*Hot beverages available
*Hot food
*Warming stations .. possibly use the hot manhole covers for a "sauna" room.
*We can also use solar heat gain for daytime comfort. Clear plastic roofs with windbreaking sides make for good comfort on sunny days.

== Shelter ==

Information we need:

*How many people intend to camp through the winter?
*What ordinances do we need to keep in mind?
*What are the costs to build or buy shelters?
*If we are building, do we have enough people to do that?
*What is the process for shelters needing construction?

Concerns:

*Will it hold up in strong winds?
*Will it keep water out, both on top/sides and floor?
*How do we hold tents down - can't drive stakes very deeply in the ground here; can't drive stakes through the paved areas at all.
*City may not allow tents larger than 10x10 without a permit
*Can we provide any kind of safe heat source (don't want open flame)?
*Fire Department does not want open flame - risk of fire, and is concerned about carbon monoxide poisoning as well.

Structure Solutions:

*Floors made with a layer of hay with plywood or tarps over it. This will allow water to flow under the floor. PROBLEM: Hay is a fire hazard.
*Floors made with pallets, with plywood over top. Put tents up on these.
*Large military issue tents - can be used for kitchen, other working groups, group sleeping (need to provide separate sleeping areas based on gender). Could put small tents inside larger tents. Look for NSN number for good, 4-season tents
*Cots - get people off the ground while sleeping. What about hammocks?
*Shelters can be weighted down with sandbags, buckets filled with concrete, containers filled with water.
*Kitchen tent needs to be fully enclosed - not just warmth but to help keep rodents out.
*Little well insulated sleeping pods .. with wheels .. tiny house on wheels .. not a "structure" but a sleeping-barrow. example: [[http://karmacarpentry.com/WoodsyWagon.png]]
*Inflatable structures... custom made or purchased .. dead air space can provide insulation .. flexible, not rigid structures, may avoid troubles with authorities, can be combined with other ideas, such as wheeled platforms.

Heat and Fire Solutions

*DO NOT let trash build up! Especially paper, cardboard (i.e. signs), fabric.
*NO SMOKING NEAR COMBUSTIBLES.
*Heat: "catalytic propane heaters" do NOT have open flames and provide heat. I think the fire department warned against open flames. Well catalytic may be our answer.
*Carbon monoxide detectors are cheap and will protect against CO poisoning. This will satisfy the fire department, and will prevent any of us from dying, both of which are good.

*Where will all the snow go?
*Removing snow from gravel path could be special challenge; not so easy to shovel.
*Paths made of pallets and plywood will probably be slippery. What can we use instead of wooden surfaces?
