Brad (legal)&amp;amp;nbsp;and B (food) reported a few things that are hindering working group access to cash &amp;lt;$100.&amp;amp;nbsp; It's not just that folks don't have cash needs, its also that our process is not as transparent or easy to navigate.&amp;amp;nbsp; Below are three problems and solutions agreed to by me, Rita, B, and Brendan.&lt;br /&gt;
&lt;br /&gt;
1.&amp;amp;nbsp; People don't know where to find the Cash Disbursement Policy and Form.&amp;amp;nbsp;&amp;amp;nbsp; SOLUTION:&amp;amp;nbsp;&amp;amp;nbsp; email all instructions and forms to&amp;amp;nbsp;all WGs and&amp;amp;nbsp;make paper copies available in the Library, Logistics, and Information tents.&lt;br /&gt;
&lt;br /&gt;
&amp;amp;nbsp;2.&amp;amp;nbsp; Need for comparison shopping.&amp;amp;nbsp; At a meeting last week we already agree that this was not actually necessary; the point is that people should try to find things at a good price.&amp;amp;nbsp;&amp;amp;nbsp;SOLUTION:&amp;amp;nbsp; eliminate comparison shopping language to be replaced with a simple statement that WGs should make an effort to buy items at a reasonable price.&lt;br /&gt;
&lt;br /&gt;
3.&amp;amp;nbsp;The process of waiting for Logistics to obtain an-inkind donation.&amp;amp;nbsp;&amp;amp;nbsp;SOLUTION:&amp;amp;nbsp; if Logistics does not already have the item on hand or cannot provide a high level of certainty that the item will arrive within one day (i.e. because they know that the item requested is almost always donated on a daily basis), then they can put in a cash request right away.&amp;amp;nbsp; Since this involves only small amounts of weekly money, it seems burdensome to wait for a donations through logistics before moving foward with their cash request.&lt;br /&gt;
&lt;br /&gt;
4.&amp;amp;nbsp;We still don't have daily FAWG coverage to disburse funds.&amp;amp;nbsp; We last agreed to set up a calendar on google calendar (did anyone do this), and we also discussed maybe not doing this 7 days a week.&amp;amp;nbsp; we need to wrap up this piece of business.&amp;amp;nbsp;response to Greg's phone call and notes from last night's FAWG meeting on legal funds:&lt;br /&gt;
&lt;br /&gt;
&amp;amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
&amp;lt;u&amp;gt;Legal Credit Union Account and Cash Needs&amp;lt;/u&amp;gt;&lt;br /&gt;
&lt;br /&gt;
1. &amp;amp;nbsp;Because larger sums of money might need to be available at night when the CU is closed, we agreed that prior to a potential event that could result in mass arrests and the need for bail money, Legal would withdraw funds to be stored in a safe at NLG or some other secure location. &amp;amp;nbsp; Bail can be paid with cash only, and given the withdrawal limits at an ATM, it is therefore necessary to plan in advance and have a lot of cash on hand at critical moments.&amp;amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
2. &amp;amp;nbsp;For more ordinary situations, there are commonly a few arrests per week and it is therefore necessary for Legal to have up approximately $1,000 in cash available at any given time for bail and related legal costs. &amp;amp;nbsp;An interesting detail is that when you pay bail, which is always in cash, they do not provide any form of receipt -- our jails run on undocumented cash transactions, go figure. &amp;amp;nbsp; From an accounting standpoint, therefore, we will never see a bail receipt.&lt;br /&gt;
&lt;br /&gt;
3. &amp;amp;nbsp;We agreed that FAWG would open up a CU account to manage the Legal funds on behalf of Legal. &amp;amp;nbsp;It is up to FAWG to decide if that will be a second account directly connected to its primary account (which would be particularly useful if we expect funds to move between the two accounts) or if it is a separate, free-standing, account just for the Legal funds. &amp;amp;nbsp;Either way, Legal will rely on FAWG to open and maintain this account and to handle all deposits and withdrawals.&lt;br /&gt;
&lt;br /&gt;
&amp;amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
&amp;lt;u&amp;gt;Food Money&amp;lt;/u&amp;gt;&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
Food has been storing their cash, currently over $3K at secure off-site locations. I suggested this is not safe or good practice and that the credit union is a better location. &amp;amp;nbsp;B agreed and said that Food would open an account within a week. &amp;amp;nbsp;Food will manage this account, not FAWG. &amp;amp;nbsp;FAWG will just handle the accounting based on income and expense records provided by FAWG. &amp;amp;nbsp;We wil provide our Financial Accountability Screen Form to Food so their account signers can be screened. &amp;amp;nbsp;I think B said that he is currently the only person handling the funds. &amp;amp;nbsp;He will need to identify a second person for the Credit Union Account.&lt;br /&gt;
&lt;br /&gt;
Finally, B and Brad also agreed that if funds contributed for their specific uses -- food and legal -- were not needed for those purposes but there were other OB financial needs, that those funds should be made available for other uses. &amp;amp;nbsp;Clearly we are not in that situation right now, but in the future that is useful to know.&lt;br /&gt;

&amp;amp;nbsp;&lt;br /&gt;
&lt;br /&gt;
&amp;lt;u&amp;gt;Brief Reports&amp;lt;/u&amp;gt;&lt;br /&gt;
&lt;br /&gt;
Rita gave a report on a mediation session held earlier in the day. &amp;amp;nbsp;Only Sydney came from the other side, not Paul or their attorney. &amp;amp;nbsp;The mediator gave PC and SS one week to enforce their claim that FAWG violated the Agreement by filing an injunction to regain the DBA document. &amp;amp;nbsp;If that is not done within one week, the mediator will turn the document over to FAWG as stipulated in the Agreement.&lt;br /&gt;

&amp;lt;p&amp;gt;&amp;lt;span&amp;gt;there are clear issues -- of racist conversations happening in our comunity -- we are hurting each other -- we are hurting ourselves -- we have the potential to take these things-- groups of anti racist white groups-- of people of color-- have been talking over and over but it wil take us to iunderstand --- this is pivotal to our work -- this is not dividing out work-- this is our hope as groups of individuals --that we van be accountable to those most affected by systems of white supremicy-- that these people will take a look at how thios comes out ---in our personal relationships---it iw sithout doubt-- white supremicy---is a part of all the other types of supremicy that we need to talk about ----&amp;lt;/span&amp;gt;&amp;lt;/p&amp;gt;&lt;br /&gt;

I'm frustrated that the finance working group moved its meeting Saturday without leaving a sign at the location announced the night before at the GA, or leaving word of the new location with logistics or media. &lt;br /&gt;
When &amp;amp; where will this working group meet again &amp;amp; what did you do at the meeting? &lt;br /&gt;

DSWS, you should check in with the media tent at Dewey square because unfortunately that post wasn't very clear on who to contact and what exactly needed to be done. My guess is that you will also want to talk with the Strategy Policy and Planning Group for this particular project. I'm not surprised there is confusion at this early state. On the ground in the moment the camp i really good at getting things done without directed leadership. Achieving the same across different &amp;quot;shifts&amp;quot; of people will likely continue to be a challenge for the short term. &lt;br /&gt;

From talking to a few key folks we have quite a few needs and we are looking toward donations and such to fill those. &lt;br /&gt;
&lt;br /&gt;
Finance i think in this particular scenario I think is an area to start to figure out how to actively fill these needs either by acquiring necessary funding or other alternative means. &lt;br /&gt;
&lt;br /&gt;
Some things that might be nice is to identify some of the more expensive things the camp could use and try to organize some funding to squire those items or borrow them.&lt;/div&gt;</summary>

For Occupy Boston to open a credit union account to track donations to the general fund, and any resulting OB expenses, OB needed an Employer Identification Number, provided by the IRS. Gregory Murphy obtained an EIN in the name of OccupyBoston. OccupyBoston's IRS address is OccupyBoston P. O. Box 51162, Boston, MA 02205 .&lt;br /&gt;

For the same reason and per credit union requirements, Gregory Murphy obtained a Certificate of Business from the City of Boston. That certificate lists Gregory Murphy dba (doing business as) Occupy Boston Financial Accountability Working Group. This is a temporary measure, simply to get an account open. OB's Financial Accountability Working Group is researching different potential organizational structures for OccupyBoston, and, at some point, will make a recommendation to the GA, in the form of a proposal.&lt;br /&gt;

Also, per a mediated Agreement (signed 11/1/11) with Paul Carnes and Sydney Sherrel, Mr. Carnes signed a Withdrawal of Business Certificate for the dba Occupy Boston, filed in his name. That certificate sits in escrow with mediator David Kelston, awaiting the fulfillment of all the&amp;amp;nbsp; terms of the Agreement.&amp;amp;nbsp; FAWG contends that FAWG, Mr. Carnes and Ms. Sherrell have satisfied the terms of the Agreement and that Mr. Kelston should deliver, to FAWG, the Withdrawal of Business Certificate dba Occupy Boston. Mr. Carnes and Ms. Sherrell contend that FAWG has violated the terms of the Agreement, have secured legal counsel, and are petitioning Mr. Kelston to return the&amp;amp;nbsp; Withdrawal of Business Certificate dba OccupyBoston to them.&amp;amp;nbsp; Mr. Kelston has called for another session (tentatively) set for Monday, 11/14/11, to come to terms with the dispute.&lt;br /&gt;

Once FAWG secures the Withdrawal of Business Certificate dba OccupyBoston, it intends to file the certificate at the City Clerk's office, and then, as soon as possible, secure a new Business Certificate dba OccupyBoston, to hold and protect, in the name of OccupyBoston, and as consented to by OccupyBoston's General Assembly, on 11/3/11.&lt;br /&gt;

On 10/25/11, members of FAWG opened an account at Liberty Bay Credit Union, in the name of Occupy Boston Financial Accountability Working Group, with a total deposit of $15,819.44, which included $5 LBCU gave OB for opening the account. As of 11/10/11, FAWG is in the process of moving funds donated to the WePay General Fund (over $30,000) to LBCU Savings Account. We wil decide, the week of 11/13, whteher to move the WePay Legal Fund (over $11,000) to a second savings account at LBCU, or to a trust, administered by FAWG consulting tax counsel.&lt;br /&gt;
