The next meeting of the OB Space (formerly HQ) Working Group is at E5
Saturday January 13th (tomorrow) at 3:00 (two hours before GA).

My appologies. I have misplaced my meeting notes, so I cannot post
decent notes of Wednesday's Space meeting. The following are minimal
notes from my head:

There was some general recapping about what we wanted space for, to
assist folks who had not attended prior meetings. Among space needs I
can remember:

* A cafe/sandwich shop, coopertively run
* A democratic media training center
* OB working group and GA meeting space
* Rental space for progressive groups (sort of like E5), with wireless internet facilities, some combination of open space with rented desks & mini files; cubicles; conference room, etc. This is to provide income and help make the whole thing sustainable, to generate community among progressive groups.
* OB Free University
* Some kind of homeless assistance/affordable housing advocacy space

There remains much interest in sharing space with E5 (moving E5 from
its current location), which would make Mass. Global Action a tenant.
United for a Fair Economy has expressed interest in signing a lease on
behalf of OB as long as OB can guarantee the rent for the lease term.

6 Commercial spaces in downtown Boston are under consideration.

Most of the Meeting was devoted to parcelling out research and writing
sections to go into a "pitch" package and funding applications for
fundraising to finance the space. About 10 people took responsibility
for researching and writing up components, such as: how many folks
slept at OB most nights, what were the OB street actions to date, how
many student groups came through the encampment, how many folks were
fed there, what were the OB Free University lectures/courses so far.

Several Space folks are working on a business plan.

It is hoped that folks who tok research and write up tasks can

Ravi: How to incorporate autonomous fundraising – tough question, might want to think about answer

Liam: We could not know about bigger problems with spaces if we co-rent. Regarding autonomous
funding, there are ideas out there (Gunner and I have been talking about a media center) that we could
do and incorporate into movement.

Cherie: Silent auction as a way to raise money, lots of talent in OB

Monica: We do not have to be a non-profit that bleeds money. We can raise start up capital for projects.
If we go to donors with compelling and urgent vision, our pitch is “make this happen” and “this is an
investment”. Serious pitch will yield much more money.

Sage: We already do have some money, we can and should use it. The donations money, for which i am grateful,
and find miraculous, is a sign of our support among the populace and they would expect us to use it for this
purpose.

Charngchi: Mass Global started e5, but they’re leaving, so we’re forming a collective to keep it going.
Proposal is to enter into partnership with OB to make e5 headquarters for OB. Two conversations need
to happen: between MassGlobal and e5, and what OB wants to do.

Lisa: Financial stuff is a big part of this, we need some numbers.

Charngchi: space will be walled off. $3k for rent, $2k for upkeep (both are per month). This is for small
space only. Overall, $5-6k per month. Take in $2k in rent from organizations currently using the space.
Overall, below market rent.

Lisa: So there is shortfall of $3-4k/month

Charngchi: If OB and e5 come up with proposal, the union that owns the building could make a deal
with us.

Greg: Private donor wants to set up an activist center, and they could use this to catalyze that vision. But

Richard: A few groups not carrying weight, they could be encouraged to move to other spaces in
building. That would free up some space in the remaining portion that we would be renting. Partnership
would be ideal if we could release the space that would be taken over by other people.

Liam: Talked to some guy in charge, absolutely everything is on the table. We need to make sure we
have space for other activists groups. Could do a bigger space and

Gunner: Odd hours in building, owned by a union, etc. Do we have a list of priorities in a space?

Charngchi: Wall being put up soon, but it’s my opinion that if OB comes up with a reasonable proposal,
people could be flexible about the entire space (not just the space that’s not already rented out)

interested in creating a space for outreach, where people can come in, where people can benefit and

About 24 total spaces that are interesting. Best one is 24 Bromfeld St (old city sports). $30/sq ft. Size of
spaces are b/w 2500-5000 sq feet. Range from $5k-8k. Space in Chinatown, 110 Chauncy, 4k sq ft, about
$8k/month. These are ready to go. Places that are interesting but need tenant improvement – we need
to bring it up to code. 457 Washington St. Need to bring it up to code ourselves. They want $300k per
year. 38 Chauncy, next to Macy’s, needs work. $6700/month for 3k sq ft.

Two more ready to go now but not same street traffic, next to Dewey: First one next to Biddy’s. 139
Pearl st. 1200 sq feet at street level and 1200 more in basement. $5k/month. 110 South St, 4500 sq ft,
$8k/month (actually wants $10k but we can get them down). He wants to be able to kick us out if they
find a buyer within 3 months.

Summary: 4 nice pieces of property, 2 up to landlord, 2 needs infrastructure upgrades. Spend between
$5-8k per month.

Some have 2nd story and basement space as well.

Martin: Co-working spaces don’t really look like e5. Might want a better space. Would get many more
groups willing to co-rent with nicer spaces.

Paul: I say the space is for a group of non-profits

Liam: Been working on stuff autonomously, feel free to help. Want a place that is sustainable financially
– makes money. Talking to different café and restaurant owners. Restaurant owner has given great
advice for all the steps necessary to start a place. Lots of task oriented stuff we need to do if we can get
a cohesive vision in place. I think we’re at the place where we can do this now. Total process will take 2-
3 months to get off the ground (if not longer). Housing Works people are going to come talk about what
they’ve done down in NYC.

Martin: Group in SF has only a small part of their overall activist space

Bil: Confused about what we’re talking about

Monica: Talking about how the different pieces fit together – can use the space for multiple reasons

Paul: I like this idea – need to create social space, and good things happen in small conversations. We
need to start pitching this and doing stuff. Start making deals with owners of buildings to work out
details. Then we need to start pitching it internally and building support.

Sage: Don't let better be the enemy of good. Let's do something even if it doesn't match the whole grand scheme. On Winterization working group, we made the error of trying to make a grand plan and do it all at once with a top down plan, and in the end Dewey Square got swept away before we could do anything.

This method was designed and employed on Wall Street because electronically aided amplification was not allowed. In addition to being more fun than just listening, the People's Mic has been invaluable to the movement because repetition promotes understanding.

"Occupy Boston declares that we will decamp from Dewey Square on the Spring Equinox, the 20th of March 2012."

I expect that this will generate a lot of discussion. I have many reasons for proposing this:

* Politically, I think that it is necessary to show in good faith that the encampment on Dewey Square is indeed temporary, and not a permanent settlement extending into the future.
* We have many people with no other place to stay, and stability of place is very important for them through the Winter. By declaring a residential end date on the first day of Spring, we can negotiate a stability to our camp while we are here.
* We need to last until the Equinox, to usher in the American Spring!
* March 20th coincides with the proposed Convergence on Washington.
* We can negotiate bringing in Winter tents as a condition for declaring a residential end date.
* We are not "ceding" the ground, but "seeding" the ground -- we will go off in 1,000 directions, like dandelion seeds on the wind.
* This is not giving up. Change is part of life. This is moving on to Occupy Everywhere!
* We need a new creative protest means, and we have the Winter to think of it, to excite and get into the public consciousness with our memes of social justice!
* Spring is a great time to grow the grass!
* This may help our court case, if we have another hearing. Part of the City argument against us was that we are a potentially permanent encampment.

Winterization and Fire Safety

This is the main page for Winterization and Fire Safety issues.

There are 3 primary concerns for winter:

* People - keeping us warm (clothing, etc.)
* Shelter - needs to be warm and sturdy (resist snow load, wind, etc.)
* Safety - fire and carbon monoxide, snow removal, preventing slipping on ice, etc.

==People==

Information we need:

* How many people in camp need better warm clothing?
* What do they need? Socks? Undershirts? Pant layers? Shoes? Mittens, hats, etc.?

Ideas:

* Polypropylene layers under regular clothing. Look for items with a NSN number (military issue). Look for wool and thermals underwear too.
* Waterproof shoes/boots
* Hot beverages available
* Warming stations .. possibly use the hot manhole covers for a "sauna" room.
* We can also use solar heat gain for daytime comfort. Clear plastic roofs with windbreaking sides make for good comfort on sunny days.

==Shelter==

Information we need:

* How many people intend to camp through the winter?
* What ordinances do we need to keep in mind?
* What are the costs to build or buy shelters?
* If we are building, do we have enough people to do that?
* What is the process for shelters needing construction?

Concerns:

* Will it hold up in strong winds?
* Will it keep water out, both on top/sides and floor?
* How do we hold tents down - can't drive stakes very deeply in the ground here; can't drive stakes through the paved areas at all.
* City may not allow tents larger than 10x10 without a permit
* Can we provide any kind of safe heat source (don't want open flame)?
* Fire Department does not want open flame - risk of fire, and is concerned about carbon monoxide poisoning as well.

Ideas:

* Floors made with a layer of hay with plywood or tarps over it. This will allow water to flow under the floor.
* Floors made with pallets stuffed with hay, with plywood over top.
* Large military issue tents - can be used for kitchen, other working groups, group sleeping (need to provide separate sleeping areas based on gender). Could put small tents inside larger tents. Look for NSN number for good, 4-season tents
* Cots - get people off the ground while sleeping. What about hammocks?
* Shelters can be weighted down with sandbags, buckets filled with concrete, containers filled with water.
* Kitchen tent needs to be fully enclosed - not just warmth but to help keep rodents out.
* Little well insulated sleeping pods .. with wheels .. tiny house on wheels .. not a "structure" but a sleeping-barrow. example: [[http://karmacarpentry.com/WoodsyWagon.png]]
* Heat: "catalytic propane heaters" do NOT have open flames and provide heat. I think the fire department warned against open flames. Well catalytic may be our answer.
* Carbon monoxide detectors are cheap and will protect against CO poisoning. This will satisfy the fire department, and will prevent any of us from dying, both of which are good.
* Inflatable structures... custom made or purchased .. dead air space can provide insulation .. flexible, not rigid structures, may avoid troubles with authorities, can be combined with other ideas, such as wheeled platforms.

* Removing snow from gravel path could be special challenge; not so easy to shovel.
* Paths made of pallets and plywood will probably be slippery. What can we use instead of wooden surfaces?

Winterization and Fire Safety

There are 3 primary concerns for winter:

* People - keeping us warm (clothing, etc.)
* Shelter - needs to be warm and sturdy (resist snow load, wind, etc.)
* Safety - snow removal, preventing slipping on ice, etc.

* Polypropylene layers under regular clothing. Look for items with a NSN number (military issue). Look for wool and thermals underwear too.
* Waterproof shoes/boots
* Hot beverages available
* Warming stations .. propane heaters.
* We can also use solar heat gain for daytime comfort. Clear plastic roofs with windbreaking sides make for good comfort on sunny days.

Concerns:

* Will it hold up in strong winds?
* Will it keep water out, both on top/sides and floor?
* How do we hold tents down - can't drive stakes very deeply in the ground here; can't drive stakes through the paved areas at all.
* What are Fire Department concerns?
* City may not allow tents larger than 10x10 without a permit
* Can we provide any kind of safe heat source (don't want open flame)?

Ideas:

* Floors made with a layer of hay with plywood or tarps over it. This will allow water to flow under the floor.
* Floors made with pallets stuffed with hay, with plywood over top.
* Large military issue tents - can be used for kitchen, other working groups, group sleeping (need to provide separate sleeping areas based on gender). Could put small tents inside larger tents. Look for NSN number for good, 4-season tents
* Cots - get people off the ground while sleeping. What about hammocks?
* Shelters can be weighted down with sandbags, buckets filled with concrete, containers filled with water.
* Kitchen tent needs to be fully enclosed - not just warmth but to help keep rodents out.
* Little well insulated sleeping pods .. with wheels .. tiny house on wheels .. not a "structure" but a sleeping-barrow. example: [[http://karmacarpentry.com/WoodsyWagon.png]]
* Heat: "catalytic propane heaters" do NOT have open flames and provide heat. I think the fire department warned against open flames. Well catalytic may be our answer.
* Carbon monoxide detectors are cheap and will protect against CO poisoning. This will satisfy the fire department, and will prevent any of us from dying, both of which are good.
* Inflatable structures... custom made or purchased .. dead air space can provide insulation .. flexible, not rigid structures, may avoid troubles with authorities, can be combined with other ideas, such as wheeled platforms.
