			above policies and other base -- gov't must equalize
			changing conditions rights & opportunities of all
			use limiting measures,
			e.g. welfare & policing


			Platform consensus in spring, 2012:

			We said that we want the platform to be concise, readable, interesting, understandable, and attractive to potential members, voters and candidates, and provide elucidation of rationale for a Green-Rainbow program…

			Simpler preamble format we could polish, in case we want that:
