Avoiding Over-Reduction and Collapse

we must determine an hierarchy of WGs so that interested individuals can more easily find a place to share their ideas. we should have an easy to use forum in which everyone may collaborate. valid, constructive contribution should not require physical attendance, nor should it require hours of 'updating' oneself to the current affairs. i am working on a proposal to consolidate all of the working groups and forums regarding these notes. please visit my userpage to see these proposals, and let me know all of your thoughts and concerns.
