Where is the money?

I sympathize with the spirit of this, but guarantees of government provided shelter indefinitely would be a kind of super welfare. Where is the money for this?

Define Basic Shelter as a Right

The idea is to say something "basic", fundamental. If we agree on "that". Then move on and define things like:

- what is basic (tent v condo) - does it have limits (citizen only?) - how to measure (square ft per person, per UN criteria?)
