The main issue presented by the Forum proposal is the inclusion of those who do not have access to the internet. The simplest solution is to create hubs within various communities that provide

1. network-connected computers for accessing relevant information, and
2. printers to create physical copies of pages in the event that a collaborator desires such materials.
