It seems to me that the language used here is confusing and self-contradictory. A "right" is something that cannot be denied, but almost by definition bringing down costs will involve not doing things we are currently doing to provide care. I think it would be more productive to move the discussion towards how best to provide efficient effective care than to worry about rights. |

Define Basic Healthcare as a right

The idea is to say something "basic", fundamental. If we agree on "that". Then move on and define things like:
- what is basic - does it have limits - how to measure
How to have a Restricted Right?
It seems to me that the language used here is confusing and self-contradictory.
